Right of Access to Files

The NRDI Office shall provide access to files for applicants in line with its regulations adopted pursuant to Act CXII of 2011 on the Right of Informational Self-Determination and on Freedom of Information.

The right of access to files granted to applicants shall cover the following documents:

  • In the case of applications managed by the NRDI Office and funded from the NRDI Fund, the anonymous expert opinions, which form part of the preparation of decisions (descriptive text + scoring), and
  • the detailed professional assessment substantiating the special policy opinion focusing on RDI as implemented by the NRDI Office (scoring, narrative assessment),

(hereinafter together referred to as professional evaluations).

Accordingly, professional assessments may be consulted solely by means of personal access to files ensured by the NRDI Office.

Holders of the right of access to files:

It is important to note that the right of access to files shall be granted to the official representative of the Applicant (as identified in the Certificate of Incorporation, Deed of Foundation, Articles of Association) and its authorised proxy. Therefore, if the contact person, the project manager identified in the application do not qualify as official representatives of the applicant, the said persons shall also have the right of access to files including professional assessments exclusively through authorisation. The right of access to files shall be checked before accessing the files, to this effect an official certificate, an identity card suitable for identification and in the case of access to files by proxy, the authorisation shall be presented.

Booking an appointment for accessing the files:

The staff of NRDI Office can grant access to files at a date and time booked in advance. Appointments may be made in advance by means of the below calendar by clicking on the time-slots available. After booking the timeslot, the NRDI Office staff shall respond in e-mail within 1 working day confirming the date and time when files can be accessed, or if necessary, further measures will be taken in order to facilitate the access to files. Questions relating to access to files shall be responded to by the Helpdesk of the NRDI Office.
