In July 2010 Norway reached an agreement with the European Union on the Norwegian Financial Mechanism for the period 2009-2014.
The overall objectives of the Norwegian Financial Mechanism 2009‐2014 are to contribute to the reduction of economic and social disparities in the European Economic Area and to the strengthening of bilateral relations between Norway and the Beneficiary States.

On 12 October 2011, Hungary, as the beneficiary state and Norway, as the donor state, signed a Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism 2009‐2014.
In accordance with the Memorandum of Understanding, the Norwegian Financial Mechanism provides a contribution of € 24,128,000 for the Bilateral Research Cooperation programme area. The National Research, Development and Innovation Office is the pProgramme oOperator responsible for this area, including the preparation of the programme proposal. The National Focal Point is the Prime Minister’s Office. The thematic areas of calls for proposals were defined in cooperation with the Norwegian partner. The relevant laws, legal documents, and the calls for proposals and its annexes are being finalized.
