NRDI Office
The call financed from the National Development, Research and Innovation Fund provides funding for the mobility of participants and exchange of expertise in order to foster the launch of research projects in the framework of bilateral trans-border science and technology (S&T) cooperation or the deepening of such existing collaborations.

The call consists of two sub-programmes:

  • For the French and Austrian relations, cooperating partners elaborate joint projects for the call announced by the NRDI Office and the financing agency of the destination country. The proposals should be submitted to the NRDI Office by the Hungarian party and, at the same time, to the financing agency of their own country by their foreign partner. For these relations there are special focus areas specified in the call.
  • For any other European and non-European relations, proposals should be submitted unilaterally to the NRDI Office by the Hungarian party, in possession of a hosting statement from the partner institution.

Submission of proposals

Applications should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) accessible through the www.palyazat.gov.hu website. As specified in the Guidelines, an officially executed statement should be attached to verify the electronic submission as authorised.

Submission deadline for the Austrian relation: 25 June 2021, 12:00 (CET)

Submission deadline for the French relation: 30 June 2021, 12:00 (CET)

Submission of proposals for any other S&T relations is continuous until 6 October 2021, 12:00 (CET).

Eligible applicants

For this call, only individual applications are eligible to enter. Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:

  • business companies, non-profit companies and other economic organisations, provided that they have at least 1 completed and approved business year, maintain double-entry accounting and are not subject to the small taxpayers’ itemized lump sum tax (KATA)
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  • budgetary organs and budgetary entities as specified in the call, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Eligible objectives

  • travel costs of outgoing Hungarian researchers/students
  • staying costs of outgoing Hungarian researchers/students in the destination country
  • project-related travel costs of outgoing Hungarian researchers/students within the destination country
  • dissemination of achieved results related to the project
  • participation in international conferences (high profile events to be held in Hungary or the partner country or in another country, in the special field of the project)

Duration of the project

Projects should be implemented within 24 months.

Earliest commencing date for projects in the French and Austrian relations is 1 January 2022, while in other relations, earliest commencing date of projects is 1 March 2022.

Available funds and funding per projects

The total available budget of the call is HUF 200 million. Out of this, the French and Austrian relations are planned to receive HUF 20 million each.

Maximum amount of non-refundable funding applicants may apply for:

  • HUF 2 million within Europe, in the case of partner institutions in countries bordering Hungary
  • HUF 2.5 million within Europe, in the case of partner institutions in countries not bordering Hungary
  • HUF 5 million in the case of partner institutions outside Europe.

Funded projects under the Call for proposals in bilateral Science and Technology (S&T) cooperation, French relation
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For the French relation of the 2021-1.2.4-TÉT, altogether 10 proposals were submitted between 10 June and 30 July 2021, with funding request of HUF 25 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 6 proposals for funding to the Funder, valued HUF 15,000,000 in total. 

 According to the funding decision, 6 projects receive approximately HUF 15 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.
