The aim of the call, funded by the National Research, Development and Innovation Fund, is to support RDI projects that focus on strengthening the renewed socio-economic innovation ecosystem and social and economic benefits in the spirit of renewal principles, through the development of marketable products, technologies and services.

Subprogramme “A”: Funding to businesses for RDI projects with a market potential and a high probability of return on investment, implemented alone or in consortium. By successfully implementing the RDI projects, businesses lay the foundations of new business opportunities.

Subprogramme “B”: Funding for RDI projects carried out by consortia of enterprises and research and knowledge-dissemination organisations. Funding for highly important and complex RDI projects involving the professionally outstanding stakeholders of the given field. The results of the funded projects will be used in various economic and social areas, contributing to the solution of existing important problems, and ultimately bringing significant economic and social benefits through the reasonable concentration of resources.

Submission of proposals

Requests for a professional opinion can be completed by logging in at kfivelemeny.nkfih.gov.hu, taking into consideration the assessment criteria indicated there and also listed in section 8 of the call (criteria for assessing requests for a professional opinion submitted on kfivelemeny.nkfih.gov.hu).

Applications for a professional opinion can be submitted from noon on 28 September 2023 until noon on 05 October 2023.

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised proposal must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.

Project proposals can be submitted (electronically) from the activation of the online application form until 12:00 CET, 26 January 2024.

Eligible applicants

The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:

  • businesses and other economic organisations classified under the financial management (GFO) codes specified in the call, provided that they have at least two completed business years and maintain double-entry accounting;
  • not-for-profit organisations with a GFO code as defined in the call, which are state-recognised non-state higher education institutions or foundations as defined in Annex 1 to Act CCIV of 2011 on National Higher Education and which are research and knowledge-dissemination organisations as defined in Article 2(83) of Commission Regulation (EU) No 651/2014;
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU;
  • non-profit companies with a GFO code as defined in the call, provided that they have at least two completed business years, maintain double-entry accounting and are considered as research and knowledge-dissemination organisations under Article 2(83) of Commission Regulation (EU) No 651/2014.

Eligible project objectives

  • Activities eligible for funding independently: experimental development (min. 50% of the eligible project costs).
  • Activities not eligible independently: applied (industrial) research, purchase of hardware and software in the context of the purchase of equipment and in the context of an R&D project support activity, use of software subscription services, project management (coordination), mandatory publicity (information activity), obtaining industrial property protection, general costs (overheads), market launch, public procurement, participation in conferences and exhibitions, personnel costs for qualified mentors, other personnel costs, market research.

Additional important terms

  • The applicant undertakes to produce a marketable product, technology or service in the course of the project.
  • If the project results in a new technology or service: the applicant (in the case of a consortium, the consortium leader and all the for-profit companies jointly) undertakes that the combined turnover/revenue from the results of the RDI activity supported under this call (i.e. the market exploitation of the technology or service developed under the project) during the first and second year of the project maintenance period will reach at least 30% of the total amount of the awarded funding.
  • If the project results in a new product: the applicant (in the case of a consortium, the consortium leader and all the for-profit companies jointly) undertakes that the combined turnover/revenue from the results of the RDI activities supported under this call (i.e. the market exploitation of the product developed under the project) during the first and second year of the project maintenance period will reach at least 50% of the total amount of the awarded funding.
  • The applicant (or the consortium leader in the case of a consortium) undertakes that the product, technology or service resulting from the project will reach at least TRL 7 by the end of the implementation period and TRL 9 within a maximum of 24 months after the actual completion of the project.
  • The applicant or, in the case of a consortium, any applicant participating in the consortium, undertakes to obtain an industrial property protection portfolio, a positive patentability assessment in the absence of acquired protection in the case of patents, a trademark protection and acquired protection in the case of various design rights (e.g. design model protection) in relation to the project within 24 months of the actual completion of the project.
  • The timeframe for implementing the project is 24 months, and for projects in the focus area of preventive, curative and care systems for healthy life, either 24 months or 36 months.
  • During the project implementation phase, applicants will have the possibility to benefit from the services of at least 1 implementation mentor to help the project progress successfully, technically and/or commercially, which will also be a criterion for the evaluation of the professional content.
  • Every project is subject to a maintenance period of 2 years (extended to 3 years for large companies receiving “regional investment aid”). If a small or medium-sized enterprise within the consortium applies for regional investment aid, the 3-year maintenance obligation applies to the entire consortium.

Total budget and maximum amount of funding

Total budget: HUF 35 billion, including

  • HUF 10 billion for the focus area “Supporting preventive, curative and care systems to maintain healthy living;”
  • HUF 10 billion for the focus area “Supporting the green transition and the development of a circular economy”;
  • HUF 10 billion for the focus area “Supporting the digital transition of economy and society”;
  • HUF 5 billion for “Other” areas.

The expected budget per sub-programme is HUF 15 billion for subprogramme A and HUF 20 billion for subprogramme B.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2023 supports the implementation of Hungary’s new innovation strategy, the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2023 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
