A Statement from the Annual Meeting of the Global Research Council

The annual meeting of the Global Research Council, consisting of most of the world’s research funding organizations, was hosted by the Japan Society for the Promotion of Science and the National Research Foundation South Africa in Tokyo on May 26–28, 2015. Presidents of research funding organizations of around sixty countries attended the meeting; Hungary was represented by József Pálinkás, president of the National Research, Development and Innovation Office in charge of the National Research, Development and Innovation Fund.
The two major themes of this year’s meeting were research funding for scientific breakthrough and building research and education capacity. Participants of the meeting endorsed a statement regarding research funding for scientific breakthrough – recognizing that scientific research requires long-term investment and that inclusion of sustainable resources of research funding is essential. Basic principles of the statement include the freedom of researchers, the flexibility of research funding organizations, diverse options to support projects initiated by researchers, the development of proposal review systems, and the need to strengthen international cooperation.
