The National Innovation Office can send experts to China with SAFEA

November 14th, 2013, Beijing – An exchange of experts for the People’s Republic of China agreement was signed on November 13th 2013 in Beijing between László Korányi, acting president of the National Innovation Office, and Jianguo Zhang, director general of the Chinese State Administration of Foreign Experts Affairs (SAFEA), in the presence of Péter Szijjártó, Hungarian State Secretary for Foreign Affairs and External Economic Relations, government commissioner for Chinese-Hungarian trade relations and for Russo-Hungarian economic relations.

The main activity of the State Administration of Foreign Experts Affairs (SAFEA) is to examine and gather through regional institutions and online systems, the Chinese institutions and companies’ need for foreign experts. The recruitment of experts is facilitated by more that 400 agreements with governmental and non-governmental entities from 44 countries.

On November 13th 2013, László Korányi, acting president, and Jianguo Zhang, director general, signed an agreement that adds the National Innovation Office to the group of organisations that can send experts to China with the full support of SAFEA. 

Under the agreement, the international and national airplane tickets, the accommodation costs and the per diem of the Hungarian experts chosen by Chinese companies and institutions for a particular task, will be covered by the Chinese partner institution; while the National Innovation Office will help with the online platform, the advertisement, and the administrative management of the travellers. The duration of the agreement is three years. To deepen the relationship between the two institutions, Mr. Jianguo Zhang, director general has offered to elaborate a training program for Chinese experts in Hungary in a specified field. 

In addition to expert recruitment, the State Administration of Foreign Experts Affairs helps each year about 50.000 Chinese experts and managers to gain experience abroad, and provides the nearly 5000 foreign experts with the administrative and financial background of the Chinese exchange. 

Acting president Mr. Korányi invited the SAFEA delegation to Hungary, who has accepted it for the first half of next year. The parties agreed to start the mutual cooperation with a major identification project, which would give the opportunity to employ a very large number of Hungarian experts. A project like this reveals the mutual benefits offered by this cooperation for both countries.
