“Hungary has talent!” Review of the Hungarian research and innovation system with recommendations

The Peer Review of the Hungarian research and innovation system based on consultations with Hungarian stakeholders and prepared through a multistage process, was presented by the members of the independent panel of experts at three consecutive events to the representatives of the government, the press and the RDI community. Robert-Jan Smits, Director General of Research and Innovation of the European Commission also participated in the events where the conclusions and recommendations of the document were presented.

EU experts urge enhanced economic utilisation of the considerable domestic scientific and innovation potential and increase of public spending on RDI

The ongoing reform of the domestic research, development and innovation system is acknowledged by the independent experts who, in their recent report made upon the invitation of the EU, also pointed out: further real structural changes can bring benefits to the economy by exploiting Hungarian scientific excellence and the presence of innovative international companies and also by increasing public RDI expenditure in a sustainable way.

Milestone in RDI programme financing

All RDI target groups received substantial funds as a result of the decisions made in the first phase of the application process. Nearly HUF 200 billion (EUR 645 million) EU and Hungarian funds were awarded for research and development and innovation (RDI) in the first evaluation rounds under the calls for proposals announced last year and this year – said József Pálinkás, President of the National Research, Development and Innovation Office at a press talk held in the NRDI Office.

Threefold oversubscription for Hungarian funds promoting corporate research and development

The first submission stage of the call titled VÁLLALATI KFI_16 funded out of the National Research, Development and Innovation Fund was closed on 17 August 2016. The micro, small and medium-sized enterprises and large companies based in Budapest and Pest County are eligible for the HUF 21 billion (EUR 67 million) programme with independent research and development projects. The applicants of the first round applied for funds nearly three times over the total available budget.

Eight candidates of incubator houses to apply for funds to develop startup ecosystem

Eight of the 44 project proposals received an endorsing RDI policy opinion from the National Research, Development and Innovation Office, which is a precondition when applying for the funds of HUF 5 billion (nearly EUR 16 million) under the “Innovation Ecosystem” (EDIOP-2.1.5-15) programme.

EU stands for competitive career paths for researchers and incentive schemes to efficiently develop businesses

European ministers for research, development and innovation discussed ways to improve the opportunities of young researchers and SMEs in the meeting of the Competitiveness Council held in Bratislava, on 19 July 2016. Hungary’s position was delivered by József Pálinkás, President of the NRDI Office.

Science diplomacy for value-creating innovation

A new approach is being applied to bilateral scientific and technological programmes, the authentic interpretation of which will be a significant task for the specialised attachés working at the foreign representation offices of Hungary, said József Pálinkás at the Science and Technology (S&T) conference organised by the Ministry of Foreign Affairs and Trade and the NRDI Office on 12 July 2016. At the event key actors of the domestic RDI sector discussed the opportunities for strengthening international RDI relations with Science and Technology attachés.

Ideas, team and confidence are key for successful startups

József Pálinkás, President of the NRDI Office requested partnership from the representatives of innovative enterprises and incubator houses at the Digital Factory’s forum on 20 June 2016. The partnership, which relies on mutual confidence, can only work if both incubator houses and the financer aim at long-term cooperation.

New funding opportunities – Postdoctoral researchers are 30% more willing to apply

Young researchers have more funding opportunities as a result of the substantially revamped funding system of postdoctoral research projects and fellowships, effected by the NRDI Office this year. In line with international best practice, the aim of changing the system was to better separate traditional fellowship programs, which provide wage-like funding, and the financing of research projects within the funding schemes for postdoctoral researchers.

Actively for the amendment of cost accounting rules of researcher remuneration in H2020

The proper cost accounting of researcher wages for projects financed under the Horizon 2020 programme is a major challenge for Hungarian institutions, since regulations regarding the means used to top up salaries became more stringent than in the previous framework programmes.

Funding to support RDI by enterprises

The call intends to support knowledge-intensive innovative businesses while developing novel marketable products, services and technologies with high intellectual added value. Entries by micro, small and medium sized enterprises as well as large companies are invited to compete for funds in the range of HUF 80 to 500 million (EUR 258 to 1612 thousand) to finance their research, development and innovation activities performed either individually or in consortia.

Competitiveness Council: open access to scientific results on debate

Implementation of the Open Science Policy Platform by the European Commission to spread the idea of open science may give way to sharing the results of publicly funded research projects and a broader utilization of them. The topic was a key topic on the agenda of the Competitiveness Council meeting on 27 May in Brussels. Speakers included József Pálinkás, President of the NRDI Office who expressed Hungary’s position on the subject.

National funds to ensure cutting-edge research projects stay in the game

The NRDI Office has provided approximately HUF 135 million (over EUR 435 thousand) grant to cutting-edge research projects in the fields of mathematics, neuroscience and biology, which received excellent rating from the international evaluation panels but were ultimately not awarded due to lack of funds in the programmes announced by the European Research Council (ERC) for highly outstanding research projects.

The balance of international membership fees

The budgets of the National Research, Development and Innovation Office and the National Research, Development and Innovation Fund allocate approximately HUF 3.3 billion (over EUR 10.5 million) for membership fees in international RDI organisations and access to research infrastructures in 2016, and a total of HUF 3.9 billion (EUR 12.6 million) in 2017.

More applications for exploratory research funding

This year, the number of applications submitted for funds available for promising researcher-initiated basic research projects has increased by 18% since 2015 and by 29% since 2014. The programme budget of HUF 7 billion, an amount significantly larger than in last year, was open to apply until 17 March for research project proposals in any field of science without thematic priorities.

Yes!Delft a place where university students’ businesses shoot up

József Pálinkás, President of the NRDI Office, visited the most prominent incubation centre in the Netherlands when participating in the Open Access conference held in the Hague on 21–22 March 2016. Elaborated by the NRDI Office, the new funding scheme of the recently launched Innovation Ecosystem programme aims to develop similarly successful startup communities throughout Hungary.

Innovation brainstorming in universities across the country to promote new startups

In the framework of the series of university incubation events supported by the NRDI Office, the first innovation workshop and competition of the Startup Campus took place in Győr, 16 March. In his welcome speech József Pálinkás, President of the NRDI Office, briefly outlined the funding schemes designed to stimulate the growth of the “great start-up generation”. The programme series will carry on with further events in Kecskemét and Debrecen.
