Information on the extension of certain deadlines set out in the funding agreements due to the second wave of the coronavirus pandemic

The National Research, Development and Innovation (NRDI) Office published a notice titled “Notice in relation to the COVID-19 pandemic” on 9 April 2020 Among other things, the notice temporarily extended certain deadlines set out in the funding agreements and the funding documents.

The notice allowed for the application of the extended deadlines for a period of 90 days after the end of the state of danger declared by Government Decree 40/2020 (III. 11.), but the period of applicability was extended until 31 December 2020 by an amendment of the notice published on 15 September 2020. The notice and its amendment are available on the NRDI Office’s website, on the COVID-19 page, among the NRDI Fund-related news (notice: Notice in relation to the pandemic caused by COVID-19; amendment: Information memo on the extension of certain deadlines set out in funding agreements byreason of the COVID-19 human pandemic).

In consideration of the second wave of the coronavirus pandemic, the related measures, and the effects of the situation on the projects funded from the National Research, Development and Innovation (NRDI) Fund, the deadline applicable to the provisions set out in paragraph 3 of the NRDI Office’s notice published on 9 April 2020 is further extended until 28 February 2021.

Accordingly, the deadlines set out in the funding agreements and funding documents regulating the implementation and financing of projects funded from the NRDI Fund, including the Terms of Performance annexed to such documents, more specifically to the deadlines for

  • submission of invoices and supporting documents based on the summary of invoices; and
  • responses to deficiency notices in relation to partial and closing reports, professional maintenance and progress reports; and invoices and supporting documents based on the summary of invoices

are temporarily extended by the NRDI Office by 30 days until 28 February 2021.

These above provisions constitute a unilateral and temporary amendment to the funding agreements and funding documents, as well to the ‘Terms of Performance’ annexed to them, setting out eased rules for the Beneficiaries compared to the original provisions. From 1 March 2021, the provisions of the funding agreements, the funding documents and the Terms of Performance shall apply in the form effective before 9 April 2020.
