Relations with bilateral intergovernmental agreements: Austrian, Croatian, Serbian, French.
In each relation, the partners develop a joint project for the call for proposals launched by the NRDI Office and the funding organisation of the foreign target country, which Hungarian applicants submit to the NRDI Office and foreign partners to the funding institution of their own country. In these relations, the call identifies targeted thematic areas.
Submission of project proposals
To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.
- Calls for proposals may be submitted for the French relation, until 12:00 p.m. on 17 November 2023
- For the Austrian and Croatian relations, until 12:00 p.m. on 24 November 2023
- For the Serbian relation, until 04:00 p.m. on 30 November 2023
Eligible applicants
This call is open only to individual applicants.
The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- Businesses with legal personality, non-profit companies and other economic organisations, provided that they have at least one completed and approved business year, maintain double-entry accounting
- Denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2(83) of Council Regulation 651/2014/EU;
- Budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2(83) of Council Regulation 651/2014/EU.
Description of eligible activities
The following activities related to researcher mobility are eligible under the grant application:
- a researcher/student travelling abroad on behalf of the Hungarian party to a given region,
- the stay of a researcher/student travelling abroad on behalf of the Hungarian party,
- a researcher/student travelling on behalf of the Hungarian party within a given country in connection with the project,
- project-related activities to disseminate the results achieved:
Beneficiaries are required to inform the public about the purpose and benefits of the project for which they have received funding, and the results achieved in the second half of the period. Dissemination of the project results can be done, for example, through technical and scientific conferences, scientific and technical journals, open-access repositories, or open and free source software. - participation in an international conference (a prestigious event in the field of the project to be held in Hungary, in the partner country or in another country).
Duration of the project
Timeframe for project implementation: minimum 12 months, maximum 24 months
The implementation of the project cannot start before 1 March 2024 for the French relation and 1 July 2024 for the Austrian, Croatian and Serbian relations.
Total budget and maximum amount of funding
Total available budget: HUF 110 million, of which 30 million are budgeted for each of the Austrian, Croatian and Serbian relations and HUF 20 million for the French relation.
Amount of non-refundable funding per project:
- for partner institutions within Europe, in a country neighbouring Hungary: HUF 3 million,
- for partner institutions within Europe, in a country not neighbouring Hungary: HUF 4 million.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.
For the Serbian relation of the 2023-1.2.4-TÉT call, altogether 57 proposals were submitted between 10 November and 30 November 2023, with funding request of HUF 171 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 10 proposals for funding to the Funder, valued HUF 30 million in total.
Based on the decision of the Funder, 10 projects receive HUF 30 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
