In line with the priorities determined by the European Union, the measure focuses on strengthening research and innovation infrastructure and capacities in order to develop excellence, in particular for supporting competence centres on a European basis. The call intends to implement focused development of outstanding research organisations to achieve international standards and strengthen extensive R&I cooperation with industrial actors. Cooperation centres to be launched by Hungarian research entities will provide an open network for technology and knowledge transfer and joint R&I activities with industrial players and will also become capable of converting the outcome of research into marketable projects.

The call is available under the Economic Development and Innovation Operative Programme (GINOP), for applicants outside the Central Hungary region, with a total budget of HUF 25 billion (EUR 79.5 million).

The final deadline for entries is 20 January 2020 as long as available funds last.

Who can apply

Consortia of higher education institutions, publicly funded and non-profit research units and enterprises are eligible to apply. Applying consortia may consist of up to 3 members, led by a higher education institution.

Eligible project objectives

The call aims to fund basic research, industrial (applied) research and experimental development. Expenses related to elaborating and managing the project, acquisition of equipment and intangible assets, infrastructural development, innovation activities, including procedural innovation may be covered as well.

Main eligibility criteria

Supported projects should be in line with the sectoral priories and smart technologies as defined by the National S3 Strategy.

  • Acivities shall be performed at the seat or branch office of the applicant, registered outside the Central Hungary region (Budapest and Pest County) only.
  • As a result, the number of long-term and successful R&I partnerships will be increased, new RDI jobs will be created, the number of publications, intellectual property protections will be increased.
  • Evaluation procedure focuses on assessing the excellence indicators and professional excellence of project partners, the RDI novelty content and quality of the project, the quality of cooperation, the effects, importance and results of the project.

Available funds

The call releases non-refundable grants. The total budget available is HUF 25 billion, grants per project may vary between HUF 4 billion and 8 billion.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
