The aim of the call for proposals financed from the National Research, Development and Innovation Fund is to support the competitiveness of the Hungarian national economy through the R&D and, more broadly, innovation activities of the National Innovation Agency Nonprofit Ltd. (hereinafter: NIÜ Ltd.) and Bay Zoltán Applied Research Nonprofit Ltd. (hereinafter: BZN Ltd.)

Submission of proposals

To submit a proposal, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised proposal must be submitted together with a duly signed statement verifying the electronic submission of the proposal, in line with the Guidelines.

Proposals can be submitted until 16:00 (CET) on 14 November 2024.

Eligible applicants

Under this call, BZN Ltd. is entitled to submit proposals for Sub-programme 'A', and only NIÜ Ltd. is entitled to submit proposals for Sub-programme 'B'.

Eligible activities

Activities eligible for funding independently:

In the case of Sub-programme 'A', support activities provided to SMEs by BZN Ltd. in the form of R&D services, which may be:

  • RDI services for SMEs and/or,
  • Prototyping for SMEs and/or,
  • Asset development for SMEs and/or,
  • Pilot development for SMEs.

In the case of Sub-programme 'B', support activities for SMEs in the form of innovation advisory and support services provided by service providers qualified by NIÜ Ltd., which may be:

  • Innovation advice for SMEs and/or,
  • Innovation support services for SMEs and/or,
  • Market feasibility advice for SMEs on innovations and/or,
  • Support services for SMEs to help innovations reach the market.

Activities not eligible for funding independently:

I.   Coordinating activities

“Coordinating activities” may include the following activities within the framework of the development of the sub-funding procedure, the implementation of the application procedure and directly related activities:

  1. Preparation and, if necessary, updating of a process description
  2. Preparation of a call for proposals template
  3. Prepartion of a decision template
  4. Publication of a call for proposals
  5. Preparation of a decision on acceptance template (financial conditions and acceptance of proposal)
  6. Preparation of declaration templates (adopted and supplementary)
  7. Preparation of a report template on monthly consultation
  8. Setting up and running a call centre service
  9. Compilation of FAQs to support the call centre
  10. Design of the call and online image
  11. Setting up and running a technical coordination team
  12. Publication of the call for proposals
  13. Preparation of an operations manual
  14. Design of a training schedule
  15. Setting up and running a review panel to assist in the selection process
  16. Preparation of a template for progress report and handover report
  17. Preparation of a template for the final report on project implementation
  18. Web access design
  19. Awareness raising
  20. Procurement of materials related to the coordinating activities
  21. Procurement of other services related to the coordinating activities
  22. Professional, methodological and IT developments necessary for the implementation of the project
  23. Auditing
  24. Communication and marketing activities carried out in line with the objectives of the programme
  25. Project management activities for the successful implementation of the programme.

Duration of the project

Implementation period is minimum 24 months, maximum 60 months.

Total budget and maximum amount of funding

The total budget available is HUF 2.5 billion, of which 

  • Sub-programme 'A' is up to HUF 2 billion,
  • Sub-programme 'B' is up to HUF 0.5 billion.

Development of applied research and innovation services (2024-1.3.1-AK_INNOV), funded projects

For the priority call 2024-1.3.1-AK_INNOV, 2 applications were received until 12 November 2024, with funding request of HUF 2.5 billion in total. Applications for funding were evaluated by external expert reviewers, then the Innovation Board and the President of the NRDI Office made a proposal to the Funder to fund 2 projects worth HUF 2.5 billion.

Based on the decision of the Funder, 2 projects will receive a total of HUF 2,500,000,000 in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
