The primary aim of the Call announced by the Ministry for Innovation and Technology as funder, through its technical coordinator, the National Research, Development and Innovation Office is to encourage the involvement of the Hungarian research community in international scientific platforms and events and to foster the progress of Open Science in Hungary.
The call for proposals includes four categories:

Eligible objectives and actions
The call is open to all disciplines of science for the following funding opportunities:
- participation in international scientific and innovation events and conferences held abroad;
- organizing international scientific and innovation events and conferences in Hungary (with special regard to events related to international research infrastructure memberships);
- the social promotion of the results of science and innovation, and the support of Citizen Science;
- supporting the publication of scientific books in paper-based and at the same time open-access electronic format.
Available budget, amount of funding
The Ministry for Innovation and Technology allocates a budget of HUF 1 billion from the NRDI Fund for the purposes of the programme in the four categories announced. Applicants may apply for non-refundable funds of up to HUF 1.5 million in the first category, up to HUF 10 million in the second category, up to HUF 25 million in the third category and up to HUF 8 million in the fourth category.
Duration of the project
The maximum project duration is 12 months in the first three categories, and 24 months in the fourth category. Projects shall commence between 1 December 2021 and 1 June 2022.
Submission of applications
All applications must be submitted in Hungarian. The electronic application system (EPR) will be open for editing project proposals from 7 September 2021. The forms of project plans and the Application Statement will be available to download after this date.
In the case of submitting the Application Statement by regular mail, the submission is successful if the proposal was finalised electronically by the applicant and approved by the head of the host institution by the deadline for E-submission, that is, by 7 October 2021 at 16:00 (CET) and the Application Statement was submitted by regular mail to the Customer Service of the NRDI Office by the deadline of 8 October 2021.
Complying with its legal obligation, the NRDI Office enables applicants to submit their applications exclusively electronically. In this case, the Application Statement must be signed electronically and attached to the application on the Online Application Portal by the deadline for electronic submission, that is, by 7 October 2021 at 16:00 (CET).
Eligible applicants
In the present call for proposals, Host institutions can jointly apply with researchers if they meet the following criteria.
The applying Host institution with a seat and legal personality in Hungary may be
- a higher education institution, research centre, research institution, budgetary institution or an institution thereof having legal personality that qualifies as a research and knowledge-dissemination organisation under Commission Regulation (EU) No 651/2014;
- a business company which has at least two completed business years, maintains double-entry accounting and is not subject to small taxpayers’ itemized lump sum tax (KATA) that qualifies as a research and knowledge-dissemination organisation under Commission Regulation (EU) No 651/2014;
- a non-profit organisation that qualifies as a research and knowledge-dissemination organisation under Commission Regulation (EU) No 651/2014.
At the time of submitting the application, the researcher must be affiliated to the Host institution and must hold a PhD / DLA degree (naturalized in Hungary if obtained outside EU) or the of Doctor of MTA / Doctor of Science title, or must have an active student status in a doctoral programme accredited in Hungary.
Applying researchers may submit at most one proposal in each category. .

Results of the 2021 Science Patronage (MEC_21) call
434 researchers and research centres will receive funding under the 2021 Science Patronage call to facilitate the presentation of their scientific research results at international conferences, the organisation of international scientific conferences, the promotion of scientific results and the publication of scientific works.
The main objective of the Science Patronage call, funded by the National Research, Development and Innovation Fund, is to promote the internationalisation of the Hungarian scientific research community and to support the development of open science in Hungary. The call, published on 30 August 2021 with a budget of HUF 1 billion, included four sub-programmes:
- Participation in a conference abroad (MEC_R_21)
- Organisation of an international conference in Hungary (MEC_SZ_21)
- Promotion of scientific results (MEC_N_21)
- Scientific publication (MEC_K_21).
By the deadline of 7 October 2021, a total of 648 valid proposals were received in the four sub-programmes, with a total funding request of nearly HUF 3.7 billion. In view of the large number of proposals, the Ministry for Innovation and Technology has decided to increase the budget of the Science Patronage call by HUF 700 million. In the first sub-programme (MEC_R_21), 270 researchers were awarded a total of HUF 233.5 million; in the second sub-programme (MEC_SZ_21) 40 researchers or research sites were awarded a total of HUF 243 million; in the third sub-programme (MEC_N_21) 33 researchers were awarded HUF 663 million; and in the fourth sub-programme (MEC_K_21) 91 researchers were awarded HUF 560 million.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2024 supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2024 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
