Financed from the National Research, Development and Innovation Fund, the call for proposals supports the RDI activities of businesses with high growth potential and significant domestic added value.

Projects are expected to:

  • develop a prototype, product, technology or service with a significant scientific and/or technical novelty;
  • make the resulting prototype, product, technology or service commercially viable;
  • have a primarily focus on biotechnology, medical technology or information technology.

Submission of applications

Requests for a professional opinion can be completed by logging in at kfivelemeny.nkfih.gov.hu, taking into consideration the assessment criteria indicated there and also listed in section 8 of the call.

Requests for a professional opinion can be submitted by 12:00 CET, 9 October 2020.

To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.

Applications are accepted electronically from the official opening of the online application form until 16:00 CET on 31 March 2020.

Eligible applicants

The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:

businesses with legal personality, if they

  • qualify as businesses classified under the financial management (GFO) codes specified in the call, maintain double-entry accounting and are not subject to the small business tax (KATA);
  • have published their accounts for at least one full closed business year;
  • their own equity is not negative based on their last published annual accounts;
  • are owned in a proportion of at least 25% by researchers and/or PhD degree holders who are currently the public employees, or had been the public or simple employees for at least 1 year in a 3-year period before the submission of the project proposal, of the Eötvös Loránd Research Network; or
  • are owned by at least one state-recognised higher education institution; or
  • have applied to the Hungarian Intellectual Property Office for patent registration or hold a right to use a valid patent in the subject of the project; or
  • have a university’s consent to the use of the given patent.

Project proposals may only be submitted independently.

Eligible project objectives

  • Activities eligible for funding independently: experimental development.
  • Activities not eligible for funding independently: applied (industrial) research, basic research, procurement of material and immaterial assets, publicity activities, project coordination, general costs, market entry related activities.

Additional important terms

In addition to the compulsory information activities, applicants must also make the following commitments:

1 Developed new product/technology/service/prototype
Production of a prototype or marketable product/technology/service until the physical completion of the project.

2 Employment of researchers
Employment of 1 researcher with a BSc or MSc degree, from a date no later than 3 months after project start until the physical completion of the project, in employee status with a work schedule of at least 4 hours a day, or in a contractor status, provided that the person is specialising in the project topic, as part of the R&D personnel or technicians involved in the project implementation (whether under an existing or a new contract).

Maximum project duration is 12 to 36 months. Applicants will also have to commit to a maintenance period of 3 years.

Total available budget and maximum funding per project

The call has a total budget of HUF 3 billion financed from the National Research, Development and Innovation Fund. The maximum amount of funding is HUF 50 to 200 million per project.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2024 supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2024 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
