Eligible applicants
Applications for this call for proposals may be submitted by legal entities established in Hungary and qualified as research and knowledge-dissemination organisations as follows:
- organisations that have received grant under the TKP 2020 IKA subprogramme,
- non-state higher education institutions maintained by public interest asset management foundations established by the state, a church and or the Hungarian State or
- research centres, research institutes, budgetary organs and budgetary entities, budgetary organs and their institutions with legal personality and non-profit organisations.
The call is not open to consortia.
Under this Call, the applicant may apply for a continuation of thematic research funded under the 2020 TKP IKA subprogramme or for new, independent thematic research which, in order to avoid double funding, is not currently fully or partially funded under the TKP 2020 NKA subprogramme running until the end of 2022.
Eligible project objectives
Thematic research projects that can be implemented under three subprogrammes:
- Health Subprogramme: Medical and veterinary research, drug discovery, biology, biotechnology, chemistry, translational medicine, brain research, cancer research, safe food, clinical research on COVID-19 disease and post-COVID syndrome, etc.
- National Research Subprogramme: Culture and family; Secure society and environment; Industry and digitalisation.
- National Defence, National Security Subprogramme: Developing solutions for the protection and security of civilians against hostilities and disasters (e.g. cyber defence, artificial intelligence, sensor technology and signal processing, laser technology, robotics, radio engineering, energy security, cognitive enhancement, personal communication development, developments and research to improve the physical and physiological condition of persons performing tasks in special circumstances, etc.)
Total budget
The total budget is HUF 75 billion (HUF 25 billion per subprogramme), including the Cooperative Doctoral Programme (CDP), closely linked to the TKP National Defence, National Security Subprogramme, with a budget of HUF 1 billion, to be announced as a separate call for proposals, aiming at increasing the number of highly qualified, scientifically skilled personnel in the field of defence R&D and innovation.
Available funds
- Health Subprogramme: from HUF 50 million up to HUF 2,000 million.
- National Research Subprogramme: up to HUF 1,000 million.
- National Defence, National Security Subprogramme: up to HUF 2,000 million.
Project duration
Minimum 12 months but for the period of up to 31 December 2025 at the most.

The Thematic Excellence Programme (TIP 2021) was launched on 16 August 2021, as a continuation of the previous programmes to promote excellence in institutions – the Excellence Programme for Higher Education Institutions (HEIP) and the Thematic Excellence Programme (TIP) – which will provide funding for research and innovation activities of knowledge dissemination organisations, mainly university knowledge hubs and research centres, until the end of 2025.
The aim of the TKP 2021 is for knowledge dissemination organisations to build on their professional excellence and carry out thematic research and development programmes (including basic research, applied research and experimental development) in order to
- generate basic research results that will contribute to the development of responses to civilisation challenges or provide the basis for applied research and experimental development based on them, and to trigger further development and innovation processes within the institution;
- develop a product, prototype, technology or service with significant scientific and/or technical novelty;
- make the product, technology or service resulting from the thematic research commercially viable;
- improve the research conditions;
- increase scientific productivity;
- improve the conditions for the next generation of scientists and researchers;
- make the results of Hungarian science more visible, and increase the participation of Hungarian scientists in international R&D programmes, in particular in EU Framework Programmes for Research and Innovation;
- put a stronger focus on research and innovation in the operation of higher education institutions and research centres;
- ensure the social, economic and environmental use of research results and provide support for related initiatives;
- facilitate cooperation with non-institutional actors in the thematic area and contribute to the conclusion of research and development agreements;
- promote the commercial or societal utility of the product, technology or service resulting from thematic research.
Under the call, funding requests can be submitted for 3 research areas (Health (EGA); National Research (NRC); and National Defence and Security (NDA)), each with a budget of HUF 25 billion from which up to HUF 2 billion may be awarded to a project proposal.
The number of proposals supported per sub-programme is 29 in the Health sub-programme, 27 in the National Research sub-programme, and 24 in the National Defence, National Security sub-programme.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.
