The Call published by the National Research, Development and Innovation Office aims to support the participation of Hungarian institutions in the international collaborative EUREKA projects by providing the necessary Hungarian funds.
Purpose of the Call for Proposals
The purpose of this scheme is to foster the participation of Hungarian undertakings in the EUREKA programme, which facilitates the international R&D cooperation of undertakings, in particular small and medium-sized enterprises, and thereby:
- to increase the marketability of Hungarian enterprises,
- to strengthen Hungarian participation on an international level,
- to foster the R&D cooperation between research and the business world by supporting close-to-the-market projects, whereby prototypes or new products, technologies or services are developed,
- to promote the Hungarian utilisation of participation in international R&D projects.
Who can apply
Only those applicants are eligible to submit Hungarian applications that are listed as partners/consortium leaders in the English language EUREKA project proposal or approved project submitted by an international consortium into the database of the EUREKA Secretariat or the EUREKA cluster register. This fact shall be evidenced by the Hungarian EUREKA National Project Coordinator. The Hungarian partners participating in the same international EUREKA project shall apply for the Hungarian funding by forming a consortium.
The following entities are eligible to submit applications:
- business associations seated in Hungary or the Hungarian branches of undertakings having a seat in an EEA country
- non-profit organisations, budgetary organisations or their institutions without legal personality that are not performing any market influencing activities.
Eligible activities
The following activities are eligible for funding under the projects implemented within the framework of the call for proposals of the EUREKA programme:
- Eligible for individual funding: research and development.
- Not eligible for individual funding on project level: applied research, activities related to the communication, coordination, market access, industrial property rights of the project, activities related to participation in conferences, general costs (overhead expenses).
It is a precondition that the applications filed until 28 October 2016 shall obtain the EUREKA label until 15 March 2017, whereas the applications filed until 31 March 2017 shall obtain the said label until 15 July 2017. Applications not obtaining the label within the respective time limit will be rejected.
Available funds
In order to achieve the objectives of the call, the NRDI Office provides a support of HUF 400 million to the successful applicants from the NRDI Fund. Under these calls, non-refundable support can be requested in the amount of minimum HUF 20 million and of maximum HUF 70 million.
Deadline for submission
Submission of applications is continuous from the date of the publication of the application completion template. Applications submitted by the respective evaluation deadline will be evaluated jointly. Support will be awarded within the limits of the available budget.

The domestic contribution to participation is provided from the National Research, Development and Innovation Fund under the EUREKA_16 call.
From 1 April 2017 to 2 October 2017 five project proposals were submitted with funding request of HUF 293 million in total. The proposals were first assessed by anonymous peers against the professional evaluation and assessment criteria set out in the call. Then the proposals were assessed and ranked by a panel of experts based on the peer reviews.

In the 4th assessment round of the funding scheme the project proposal of another industry-research centre consortium received nearly HUF 50.5 million in non-refundable funding from the NRDI Office. Previously, HUF 68.7 million was awarded to a three-member university-business consortium in the first round, HUF 62.5 million to a business company in the second round, and altogether HUF 95.6 million to a business company and an industry-research centre consortium in the third round from domestic funds to facilitate the implementation of their EUREKA projects in international cooperation. Now, with the awards decision of the fourth round, 69.3% of the HUF 400 million budget has been spent..

The third assessment round of the call was open until 31 March 2017. Seven proposals were submitted with a total funding request of over HUF 532 million, but one proposal was withdrawn. Three further proposals had been submitted earlier, but in lack of the assessment results of the international partner this was the first time they could be assessed on the merits. So in this round 9 project proposals were assessed, of which 7 were found to comply with the formal requirements and be suitable for professional evaluation.
The proposals were first assessed by anonymous peers against the professional evaluation and assessment criteria set out in the call. The proposals were assessed and ranked by a panel of experts based on the peer reviews.
Three proposals were not recommended for funding by the international co-funding organisation, and two failed to fulfil the domestic assessment criteria, so the Innovation Board recommended 5 proposals for rejection and 2 for funding to the President of the NRDI Office. Thus, in the third round a company and an industry-research centre consortium received altogether HUF 95.6 million in non-refundable funding from the NRDI Fund.
Prior to this, in the first assessment round of the call a three-member university-business consortium won HUF 68.7 million, and in the second round a company won HUF 62.5 million in domestic funding to implement their EUREKA project in international cooperation. Now, with the awards decisions of the third round, 56.7% of the HUF 400 million budget has been spent.
The remaining more than HUF 173 million is still available to applicants; the call is open until 30 September 2016.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2023 supports the implementation of Hungary’s new innovation strategy, the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2023 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
