The European Union ensures the long-term support of certain high-profile research activities addressing interdisciplinary scientific and technological challenges through FET (Future and Emerging Technologies) Flagship Initiatives. The graphene and brain research call announced under the Horizon 2020 framework programme is open for pre-proposals until 14 March 2017. In order to implement the initiatives, cooperation based research projects are funded from a budget of EUR 100 million per year for 10 years, co-financed from EU, national and private (industrial or institutional) sources.
The Graphene and the Human Brain Project (HBP) Flagships provide the framework of the cooperation of over 100 research groups and businesses across Europe in line with long-term research strategies. The Flagship research projects enable the exploitation of technological innovation and future economic opportunities, while offering major social benefits. FLAG-ERA, the consortium which supports both Flagship Initiatives, announced this year’s call on 11 January 2017. So far research funding organisations from 17 countries have joined the initiative, including the National Research, Development and Innovation Office of Hungary: domestic applicants have access to a total budget of EUR 500,000.
The call is open to international consortia and involves a two-stage application procedure.

- Applicants whose pre-proposal was favoured in the first stage will have to submit the full proposal by July 2017.

Background
Due to their comprehensive nature and scale, FET Flagship Initiatives are implemented in long-term intersectoral cooperation between scientific, industrial and social stakeholders and decision-makers. In addition to the already running initiatives, the European Commission envisaged the preparation of further Flagships in the work programme for the next 3 years (2018-20). Flagship projects are funded from both Horizon 2020 sources and ERA-NET COFUND Joint Transnational Calls. The NRDI Office is currently involved in the following funding schemes:
- FLAG-ERA: the NRDI Office is a member of the consortium supporting the Graphene Flagship and Human Brain Project.
- QUANT-ERA: the NRDI Office participates in the funding programme preparing potential future Flagship Initiatives in the field of quantum technology.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
