The funding scheme provides domestic funding required for participation in international collaborations in order to foster the participation of Hungarian organisations in the following joint programmes and initiatives financed partly under the EU H2020 framework programme and partly from member states contributions:

  • Active and Assisted Living (AAL)
  • EUROSTARS Programme (EUROSTARS)

Participation in these programmes contributes to reaching the national R&D targets determined in the EU 2020 strategy, to the coordination of the national R&D programmes of member states and thus to the more efficient utilisation of EU funds spent on research and development. The concentration of funds facilitate the implementation of large-scale research programmes which are, on the one hand, addressing important social problems, and, on the other hand, enhance the competitiveness of European industry.

 

The objective of the joint programmes funded under the call

  • AAL: The Active and Assisted Living (AAL) programme aims to improve the living conditions, independence and employability of the elderly by developing innovative ICT products, services and systems that meet the needs of end users (elderly people, careers, family members and funders).
  • EUROSTARS: EUROSTARS is the joint programme between EUREKA member states and the European Commission, dedicated to supporting SMEs engaged in R&D activities and having a substantial growth potential. The programme is open to projects in any field of technology implemented in collaboration between at least two different institutions operating in a EUREKA member state (SMEs, large enterprises, higher education institutions, research institutions) and resulting in an innovative product, procedure or service the market exploitation of which will start within two years from the completion of the project.

Deadline for submission

Submissions (electronically) are accepted continuously from the date of opening the online application template until 9 September 2021, no later than 16:00 (CET). Funding will be awarded as long as the budget lasts.

Eligible applicants

Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:

  • business companies, non-profit companies and other economic organisations specified in the call, provided that they have at least 1 completed business year, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA) 
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Independent applications are accepted from for-profit business companies only. Non-profit companies and organisations specified in the other two sections above can apply only in national consortia with businesses.

Application may only be submitted by the Hungarian participants of an international consortium having applied for funding under various international calls in the given international programme and whose project has been recommended for funding in the international assessment system of the given call.

Eligible activities

In the case of projects to be implemented under a call of the given international programme, eligible activities are as follows.

  • eligible for individual funding: applied (industrial) research, experimental development.
  • not eligible for individual funding: activities related to the publicity, coordination, market access, intellectual property rights of the project, acquisition of material and immaterial assets.

Available funds

For the purpose of the call, the NRDI Office has earmarked a total budget of HUF 453 million from the National Research, Development and Innovation Fund in the following breakdown:

  • HUF 178,3 million in total for successful Hungarian applicants in the 2021 AAL transnational call;
  • up to HUF 274,7 million in total for Hungarian applicants successfully participating in the 2020 autumn and 2021 spring rounds of the EUROSTARS 2021 transnational call.

Apart from funding provided from the NRDI Fund, projects receive additional funding from EU sources (under the Horizon 2020 programme).

The 6 proposals submitted until 8 August 2019 were assessed by an international panel of experts against the international assessment criteria of the given programmes. Based on the evaluations and ranking, the Innovation Board recommended each of the 6 proposals for funding to the President of the NRDI Office. Awarded funding of the proposals is more than HUF 304 million in total.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.

The 2022 calls for domestic RDI proposals financed from the NRDI Fund are set out in the annual Programme Strategy adopted by the Government.
