The incubator programme is aimed at companies interested in developing early-stage start-ups based on innovative technologies through investment and extensive transfer of professional, business knowledge, bringing the start-ups' products based on new technologies to market and obtaining the necessary additional funding.
Submission of proposals
To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.
Eligible applicants
Proposals under this call must be submitted individually.
The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
Technology incubators that
- received funding under the previous Startup Factory (2020-1.1.4-STARTUP) call or
- received unfindg from previous GINOP-2.1.5-15 and/or ÖKO_16 calls, did not apply for the Startup Factory (2020-1.1.4-STARTUP) call and have been incubating for at least two years out of the three years preceding the publication of this call (exception: category “New Incubator-V”), or
- have successfully incubated in recent years or
- are new businesses relying on professionals from incubators under point (c) that have not previously received public support for incubator purposes, and
- are classified under GFO code 113, 114 or 573 and, in the case of GFO code 113, undertake to convert into a public limited company (zrt.) no later than 6 months after the entry into force of the Funding Document and,
- maintain double-entry accounting, and
- have at least 2 completed, approved business years (except for categories “New Incubator” and “New Incubator-V” as indicated in point (d) above).

Fund management activity: the business, legal and financial activities actually carried out by the incubator in relation to the disbursement of the funding from the NRDI Fund under this call.
Duration of the project
The duration of the incubator during the project implementation is a minimum of 24 months and a maximum of 30 months, while for Specialisation Incubator New Incubator-V a minimum of 36 months and a maximum of 42 months. The incubator is required to disburse the full amount of the subcontracted support no later than 6 months before the actual completion of the project.

The funding decision has been adopted of the call “Startup Program" and the call.
By the deadline 35 proposals were received with a funding request of HUF 1870 million. Based on the decision of the Funder, 11 projects will receive a total of HUF 5200 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The 2025 Programme Strategy of the NRDI Fund supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutes and the economy. A key objective of the 2025 Programme Strategy is to improve Hungary’s performance in the following areas: human resources (pipeline of researchers, number of doctoral students, number of students in higher education in STEM fields), the number and share of innovative enterprises (number and share of SMEs carrying out product and/or process innovation), and intellectual property (patents, trademarks, registered designs).
