The aim of the call financed from the National Research, Development and Innovation Fund is to provide the national contribution for Hungarian organisations successfully participating in joint international calls for proposals for European Partnerships co-funded by the EU Horizon Europe research and innovation framework programme and in which the NRDI Office is involved.

The call for proposals will

  • strengthen strategic cooperation between national organisations involved in projects supported by the European Partnerships;
  • contribute to the Hungarian participants of projects funded in the framework of European Partnerships gaining experience in the field of international R&D cooperation and in meeting the requirements of Horizon Europe calls for proposals (e.g. stakeholder engagement, open science techniques, data management process, impact-oriented approach), which can contribute to the strengthening of Hungarian participation in Horizon Europe in the relevant technological fields;
  • help Hungarian participants in projects supported by European Partnerships to access networking and capacity building opportunities organised by the Partnerships;
  • contribute to laying the foundations for future scientific and economic cooperation through the partnerships established in the projects.

Project proposals under the sub-programmes of this call are invited for the following topics:

  • Biodiversa+: research (and innovation) on biodiversity and ecosystem conservation
  • Water4All: water safety research (and innovation)
  • CETP: Clean Energy Transition Partnership
  • DUT: Driving Urban Transitions
  • ERA for Health: pre-clinical and clinical biomedical research, health promotion and disease prevention, development of new technologies and digital solutions to better understand, diagnose and treat diseases.

Submission of proposals

Project proposals should be submitted online, by logging in and completing the online form on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised proposal must be submitted together with a duly signed (authenticated) statement verifying the electronic submission of the proposal, in line with the Application Guidelines.
Proposals are accepted electronically from the official opening of the online application form until 12:00 (CET) on 10 November 2023.

Eligible applicants

The funding request is only accepted from an applicant who is

  • a Hungarian member of the consortium of a joint international project recommended for funding under the relevant European Partnership evaluation scheme, or
  • a Hungarian participant subsequently joining a consortium of a joint international project recommended for funding on the basis of the relevant European Partnership evaluation system.

The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:

  • businesses and non-profit companies specified in the call, provided that they have at least one completed business year and maintain double-entry accounting; 
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU, as well as organisations classified under GFO 529;
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU, as well as organisations classified under GFO 321;

Eligible project objectives

  • activities eligible for funding independently: basic research, applied (industrial) research, experimental development.
  • activities not eligible for funding independently: research and development project support activities, travel-related activities, purchase of equipment and intangible assets.

  • The total budget of the call is HUF 1,163,036,000

The aim of the call financed from the National Research, Development and Innovation Fund is to provide the national contribution for Hungarian organisations successfully participating in joint international calls for proposals for European Partnerships co-funded by the EU Horizon Europe research and innovation framework programme and in which the NRDI Office is involved.

Based on the decision of the Funder, 1 project will receive a total of HUF 71,785,280  in non-refundable funding in the 2nd round from the NRDI Fund.

Call for proposals to support Hungarian organisations successfully participating in the joint international calls for proposals of European Partnerships in Horizon Europe, funded projects

The aim of the call financed from the National Research, Development and Innovation Fund is to provide the national contribution for Hungarian organisations successfully participating in joint international calls for proposals for European Partnerships co-funded by the EU Horizon Europe research and innovation framework programme and in which the NRDI Office is involved.

By the deadline 9 proposals were received with a funding request of HUF 676,979,332. Based on the decision of the Funder, 3 projects will receive a total of HUF 197,487,952 in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
