The Cooperative Doctoral Programme aims to increase the number of employees working in the RDI segment, primarily in mathematics, science, engineering and information technology, who are ready to extend their knowledge with the latest scientific research findings and committed to making use of their expertise to the benefit of society and the economy. To achieve this goal, the doctoral students involved in the Cooperative Doctoral Programme will do their doctoral research at the doctoral school but in collaboration with the business sector.
Grantees will receive net HUF 400,000 scholarship grant per month. The mentors and experts who assist the grantees and contribute to the implementation of the project will also be remunerated in the amount of HUF 240,000/month gross. The host doctoral school will also receive a grant of HUF 1,300,000 per semester. The latter may primarily be spent on research, development and innovation (RDI) activities or related infrastructure development, international networking, knowledge transfer or related services.
Applications may be submitted by doctoral students who have not yet passed the complex examination by the deadline for submission of applications, or by students who will start their doctoral studies in the academic year 2021/2022. It is also important to note that during the period of the CDP scholarship, students must have an employment contract or other contract aimed at performing work with the partner organisation of their choice for which they are entitled to remuneration.
The applications will be assessed by the Cooperative Doctoral Panel of nine members, in which both the higher education sector and the business sector will be represented to ensure a balance of interests and the selection of the best applications.
Following the announcement of results, the NRDI Office will conclude the grant agreements with the higher education institutions hosting the winning doctoral students.
Submission of project proposals: between 12 July 2021 and 31 August 2021

After selecting the “Regisztrálok” (register) function, a short registration form will open where, having completed the data, you can activate your registration by ticking the “Szakpolitikai véleménykérő vagyok” (I am requesting a pre-qualifying opinion) checkbox and accepting the link sent in the confirmation e-mail. The Ministry for Innovation and Technology is the professional coordinator of the call, while the National Research, Development and Innovation Office is its operational manager. The scholarship call is financed from the National Research, Development and Innovation Fund.

The CDP aims to expand the pool of employees working in research, development and innovation – primarily in STEM (science, technology, engineering and mathematics) fields – who are committed to improving their professional skills by bringing the latest scientific research results to the forefront and to putting their knowledge to social and economic use.
The CDP offers funding to those who, in addition to their doctoral studies, carry out research outside higher education that promotes the practical application of their scientific results.
Altogether 402 applications were submitted in the application period. After assessment against the formal requirements, 355 were sent on for peer review.
As a result of the professional review of the applications received, 100 applicants from 14 higher education institutions will be awarded scholarship, based on the recommendation of the Cooperative Doctoral Panel, and the approval of the Ministry for Innovation and Technology. The total awarded amount reached HUF 4,116,640,000, distributed among the grantees, the supervisors, the experts and the doctoral schools involved in the projects for the period between 1 February 2022 and 31 August 2025.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.
