Deadline for submission:
Project proposals are accepted as long as funds last (more specifically until the third day following the announcement of the exhaustion of funds). Proposals are assessed quarterly in a multistage procedure, so proposals submitted by a given assessment deadline will be assessed collectively.
Purpose of the call
SMEs selected for funding under this booster call will have to participate (following the preparation of a feasibility study) in the second stage of the H2020 SME Instrument call in order to implement their innovative solution, that is, to upgrade their already operating solution to a finished product, procedure or service. The call accelerates the development and market entry of internationally marketable products and services, and thus contributes to the international competitiveness, revenue and profitability of SMEs.
Who can apply
The call is open to individual applicants and consortia which are:
- micro, small and medium enterprises with registered seat in Hungary, having a legal personality and maintaining double-entry accounting;
- the Hungarian branch offices of micro, small and medium enterprises with registered seat in the EEA.
As another condition, only those applicants are eligible under this call whose project proposals have scored at least 13 points in the first stage of the H2020 SME Instrument but were ultimately not selected for funding.
Eligible project objectives
Only the preparation of the feasibility study (including business plan) required for participating in the second stage of the H2020 SME Instrument call is eligible under this call.
Other important conditions
- Mandatory commitments: preparation of feasibility study including business plan and submission of a project proposal for the second stage of the SME Instrument call.
- Funded projects shall be implemented within 6 months from project launch.
- The actual closing date of the project is the date on which the project proposal is submitted to the second stage of the H2020 SME Instrument call.
Available funds
The call has a total budget of HUF 100 million financed from the National Research, Development and Innovation Fund. Applicants may apply for non-refundable funds of up to HUF 4 million, as long as available funds last. The amount of funding is 100% of all eligible expenditure, so funding intensity is 100%.

In the eighth assessment round, between 16 June 2017 and 15 September 2017, six proposals were submitted with a total funding request of around HUF 24 million. Five of these met the formal requirements and were considered suitable for professional assessment. The assessment was performed by an international panel of experts against the international assessment criteria of the given programme. Subsequently, the Innovation Board recommended five proposals for funding to the President of the NRDI Office based on the assessment results and the ranking.
Previously, in the 1st and 2nd round 9 projects received nearly HUF 35.6 million, in the 3rd round 4 projects received HUF 16 million, in the 4th round 1 project received nearly HUF 4 million, in the 5th round 2 projects received HUF 8 million, in the 6th round 2 projects received HUF 8 million, and in the 7th round 5 projects received almost HUF 20 million in funding.

In the seventh assessment round, between 17 March and 15 June 2017, six proposals were submitted with a total funding request of HUF 24 million. Subsequently, the Innovation Board recommended all five proposals for funding to the President of the NRDI Office based on the assessment results and the ranking.
Previously, in the 1st and 2nd round 9 projects received nearly HUF 35.6 million, in the 3rd round 4 projects received HUF 16 million, in the 4th round 1 project received nearly HUF 4 million, in the 5th round 2 projects received HUF 8 million, and in the 6th round 2 projects also received HUF 8 million in funding.
Together with the award decision of the 7th round, 36% of the budget of the KKV_15 call has been disbursed, so HUF 64 million is still available.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
