The study was prepared by a consortium of Ernst&Young and GKI Economic Research Co., who were commissioned after proving to be the best in a public procurement procedure.
NKTH contracted the consortium on 11 January 2010 to order the assessment study, which was duly completed, and got accepted. The executive summary is available on NKTH’s web site at the following link:
