The National Science Policy Council (NTT) was set up on 1 January 2020 to express opinion on the Government’s research, development and innovation activities. The NTT takes part in the professional oversight of the NRDI Fund and supports the Government’s RDI activities with its opinions. Its legal status, tasks and operation are regulated by Sections 6/A and 6/B of Act LXXVI of 2014 on scientific research, development and innovation.

The NTT expresses its opinion on the principles and methods of using the NRDI Fund, and proposes the main research directions and thematic areas to be supported in accordance with the policy strategies approved by the Government.

It reviews the NRDI Fund’s annual programme strategy, competitive calls for proposals and annual technical report, monitors the use of the NRDI Fund, makes recommendations and takes positions on issues of strategic importance in the context of research, development and innovation.

Furthermore, it reviews draft legislation and measures related to research, development and innovation, and, through the minister responsible for science policy coordination, makes proposals to the Government for the development and amendment of the legal environment for research, development and innovation.

The 12-member council consists of the minister responsible for science policy coordination and 11 members. The members are appointed by the prime minister on a proposal from the minister for science policy coordination. The members are selected from the key players in the RDI system and include representatives from science, industry and government.

The secretarial functions of the NTT are carried out by the National Research, Development and Innovation Office.
