The call published by the National Research, Development and Innovation Office aims to support the participation of Hungarian institutions in the international collaborative EUREKA projects by providing the necessary Hungarian funds.

Purpose of the call

The purpose of this scheme is to foster the participation of Hungarian undertakings in the EUREKA programme, which facilitates the international R&D cooperation of undertakings, in particular small and medium-sized enterprises, and thereby

  • to increase the marketability of Hungarian enterprises,
  • to strengthen Hungarian participation on an international level, 
  • to foster the R&D cooperation between research and the business world by supporting close-to-the-market projects, whereby prototypes or new products, technologies or services are developed,
  • to promote the Hungarian utilisation of participation in international R&D projects.

Eligible applicants

Hungarian support can be applied for by applicants who are listed in the database of the EUREKA Secretariat or the EUREKA cluster register as partners/consortium leaders of a EUREKA project proposal or approved project submitted by an international consortium, and this fact is evidenced by the Hungarian EUREKA National Project Coordinator. Hungarian partners participating in the same international EUREKA project shall apply for the Hungarian funding by forming a consortium. Individual applications can be submitted by enterprises only.

Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:

  • business companies, non-profit companies and other economic organisations specified in the call, provided that they have at least 1 completed business year, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA) 
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Deadline for submission

2019: Submissions are accepted electronically from the date of opening the online application template until 22 July 2019 and 22 October 2019, no later than 14:00 (CET).

2020: Submissions are accepted electronically from the date of opening the online application template until 30 June 2020 and 29 October 2020, no later than 14:00 (CET). 

 

Eligible activities

The following activities are eligible for funding in projects to be implemented under the EUREKA programme:

  • eligible for individual funding: applied (industrial) research, experimental development
  • not eligible for individual funding: activities related to the publicity, coordination, market access, intellectual property rights of the project.

Available funds

In order to achieve the objectives of the call the NRDI Office provides a support of HUF 500 million from the NRDI Fund. Projects can apply for non-refundable funding of minimum HUF 20 million and maximum HUF 70 million.

The call announced in April 2019 then reopened in 2020, aims to support Hungarian SMEs in participating in the EU-funded EUREKA programme which promotes international R&D cooperation projects. The domestic contribution to participation is provided from the National Research, Development and Innovation Fund under the 2019-2.1.1-EUREKA call.

Based on previous motions by the Innovation Board, 1 of the proposals submitted between 22 May until 30 June 2020 was selected for funding with the amount of HUF 47,740,557.

The call announced in April 2019 then reopened in 2020, aims to support Hungarian SMEs in participating in the EU-funded EUREKA programme which promotes international R&D cooperation projects. The domestic contribution to participation is provided from the National Research, Development and Innovation Fund under the 2019-2.1.1-EUREKA call.

Based on previous motions by the Innovation Board, 2 of the proposals submitted between 22 May until 30 June 2020 had been awarded funding. From 1 July until 29 October 2020 another 4 project proposals were submitted with funding request of over HUF 301 million in total. Out of them 1 was found to be in line with the formal requirements and suitable for qualitative assessment. The proposal was first assessed by anonymous peers against the professional evaluation and assessment criteria set out in the call, then it was evaluated by a panel of experts. Based on their motion, the Innovation Board and the President of the NRDI Office recommended 1 proposal for funding to the Ministry for Innovation and Technology i.e the Funding Authority.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2023 supports the implementation of Hungary’s new innovation strategy, the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2023 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
