The aim of the call, funded by the National Research, Development and Innovation Fund, is to stimulate innovation and to support the start-up programme developed to create an innovative entrepreneurial ecosystem, to make the start-up ecosystem self-sustaining in the long term and to generate positive results that actively contribute to the national economy.

Submission of proposals

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised proposal must be submitted together with a duly signed (authenticated) statement verifying the electronic submission of the proposal, in line with the Application Guidelines.

Proposals are accepted (electronically) from the announcement of the online application form as follows: 02 December 2022 12.00 CET

Eligible applicants

Proposals may be submitted by legal entities with the following GFO codes:
Businesses with legal personality, non-profit companies and other economic entities with GFO codes 113, 114, 141, 572 or 573, which

  • maintain double-entry accounting;
  • are not subject to the small taxpayers’ itemized lump sum tax (KATA);
  • have at least 1 completed, approved business year (365 days) and published accounts.

Eligible project objectives

I. Mandatory professional activities to be carried out

  • Startup-focused education of university students – Providing scholarship and institutional support and related professional activities
  • Creation of a complex Startup platform and complex platform development tasks (mainly covering the IT platform development needs for the professional knowledge transfer toolsets and the best possible interconnection of actors for activity 1 above.)
  • Efforts to shape culture in Hungarian society (primarily improving the overall social perception of startups, related awareness-raising, and strengthening the higher social acceptance of entrepreneurial risk-taking/risk-tolerance through extensive communication activities)
  • Organisation of an ecosystem meeting/event
  • Start-up ecosystem management (mainly research and analysis tasks, database creation and management, results and experiences. These can/should be used for the design of national RDI funding programmes, concepts and strategies, as well as for monitoring and evaluating the impact of activities launched under the call for proposals)

Funded project of the call for proposals "Startup Program"

The funding decision has been adopted of the call “Startup Program" and the call 2022-1.1.2-STARTUP.

By the deadline one proposal was received with a funding request of HUF 4060 million. The proposal was found to be admissible, which were evaluated by a group of experts appointed by the Innovation Board and the President of the NRDI Office, who then recommended it for funding.

Based on the decision of the Funder, 1 projects will receive a total of HUF 4060 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
