The call, funded from the National Research, Development and Innovation Fund, aims to support the competitiveness of the members of the National Network of Research Institutes and the Hungarian national economy through the coordination of applied research and development and, more broadly, entrepreneurial activities of the member institutions, as well as to exploit synergies between the members, to support knowledge and technology transfers and to emphasise an interdisciplinary approach.

Within the framework of the Call, 3 sub-programmes are being launched, as follows:

  • Sub-programme ‘A’ “Involvement of enterprises in complex innovative technology development”
    Within the sub-programme, the mission of the members of the Network is to support the competitiveness of the Hungarian national economy through the coordination of the applied research and development and, more broadly, innovation activities of the member institutions. In the context of strengthening the competitiveness of the national economy, it aims directly at supporting knowledge and technology transfer, developing industry-focused R&D activities, increasing the innovation added value of domestic enterprises; and indirectly at strengthening the RDI services of its members, and strengthening the network’s position in the RDI ecosystem.
    In this context, members are responsible for:
    1. Providing innovation sensitivity trainings for SMEs
    2. Managing and implementing the call for proposals to support network member RDI services for SMEs
    3. Providing RDI services to applicant SMEs
  • Sub-programme ‘B’ “Operation of the Network Centre”
    The Network Centre coordinates the Network’s strategy by monitoring the professional activities of its members. It helps Members to strengthen the Network’s position in the national and international ecosystem by representing it in external and internal fora, assessing and registering competences and infrastructures and coordinating these resources.
  • Sub-programme ‘C’ “Valorisation: collecting and mentoring Hungarian innovations”
    The sub-programme aims to ensure that no Hungarian invention with high innovation content and market potential is lost. The aim is to support the exploitation of these innovation projects mentored by members with a high innovation content and market potential, in cooperation with the Network of Applied Research Institutes, which provides valorisation. The results should contribute in a demonstrable way to increasing Hungary’s gross domestic product and to taking them from the idea to the business exploitation phase.
    In this context, members are responsible for:
    • collecting Hungarian innovations
    • pre-qualifying the innovations collected
    • examining the level of intellectual property protection of innovations
    • ensuring the evaluation of innovations
    • mentoring Hungarian inventions and innovations from the inception of an innovative idea through to market penetration, following positive, supportive reviews, and in this context:
      • Building innovation chains
      • Developing a process-based support model
      • Providing a customised toolkit, methodology and guidance
      • Preparing for the call for proposals
      • Providing guidance on intellectual property protection
      • Validation
      • Fund raising
      • Providing sales support

Submission of project proposals

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines. Applications are accepted electronically from the official opening of the online application form until 12:00 CET on 22 October 2021.

Eligible applicants

The call is open to legal entities with registered seat in Hungary, or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:

Enterprises with legal personality, if they

  • enterprises with a GFO code as defined in the call for proposals, keep double-entry accounts and are not subject to small business tax (KATA),
  • have at least one closed, approved, full (365 days) financial year,
  • its equity according to its published annual accounts for the last closed financial year must not be negative,

The Call is open only to individual applicants.

Eligible project objectives

  • Activities eligible for funding independently: experimental development
  • Activities not eligible for funding independently: applied (industrial) research, basic research, procurement of material and immaterial assets, publicity activities, project coordination, general costs, activities related to market entry.

Additional important terms

Applications for funding may only be submitted individually by organisations that have joined the Network by the date of submission of the application and have a signed Network Accession Agreement, and for sub-programme ‘C’, applications for funding may be submitted individually by state-owned companies - with experience in the field of gathering Hungarian innovations (at least 50 projects qualified and 10 projects mentored in the field of innovation).

Timeframe for project implementation:

  • under Sub-programme ‘A’: minimum 12 - maximum 36 months
  • under Sub-programme ‘B’ only projects of 24 months duration can be planned
  • under sub-programme ‘C’: projects of a minimum duration of 12 months and a maximum duration of 36 months

The call has a total budget of HUF 1.63 billion financed from the National Research, Development and Innovation Fund.

Participation in the National Network of Applied Research Institutes (2021-1.1.2-AKH) - funded projects
The decision on funding projects submitted under the call entitled “Participation in the National Network of Applied Research Institutes" was taken on 10 December 2021.

This call for project proposals, funded from the National Research, Development and Innovation Fund, aims to improve the RDI activities of the members of the Network of National Research Institutes with financing provided to the Members by the State. Furthermore, the call aims to support the competitiveness of the members of the Network of National Research Institutes and the Hungarian national economy through the coordination of applied research and development and, more broadly, entrepreneurial activities of the member institutions, as well as to exploit synergies between the members, to support knowledge and technology transfers and to emphasise an interdisciplinary approach.

6 proposals were submitted in time to the 2021-1.1.2-AKH call for funding of around HUF 1.6. billion. The proposals were assessed and ranked by a designated expert group, and then, the Innovation Board and the President of the NRDI Office recommended 6 proposals to the Ministry of Innovation and Technology for funding.

By virtue of the decision of the Funding organisation, 6 projects will receive a total of HUF 1,600,467,489 in non-reimbursable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.

The 2022 calls for domestic RDI proposals financed from the NRDI Fund are set out in the annual Programme Strategy adopted by the Government.
