Cooperative Doctoral Panel
The Cooperative Doctoral Programme, which was first announced in the academic year 2020/2021, has been re-launched in the academic years 2021/2022 and 2023/2024, due to its extraordinary popularity among doctoral students. The text of the 2023 call was developed reflecting the experiences of the 2021/2022 academic year and the technical comments received, thus striving to ensure that the Cooperative Doctoral Programme meets the needs of higher education and industry.

The aim of the Cooperative Doctoral Programme is to further increase the number of employees working in the RDI segment, primarily in the broader STEM fields (science, technology, engineering, mathematics, agriculture, medicine, health and arts), who want to enrich their professional knowledge with the latest scientific research and are committed to the social and economic exploitation of their knowledge. To this end, the doctoral students participating in the programme will do their doctoral research at the doctoral school but in collaboration with the business sector.

Grantees will receive net HUF 400,000 scholarship grant per month. The mentors and experts who assist the grantee and contribute to the implementation of the project will also be rewarded. The gross value of such support is HUF 120,000 per month. The host doctoral school will also receive a grant of HUF 600,000 per semester. The latter may be spent primarily on research, development and innovation (RDI) activities or related infrastructure development, international networking, knowledge transfer or related services.

Applications may be submitted by doctoral students who started their doctoral studies in 2022 and have not yet completed the complex examination by the beginning of the academic year 2023/2024, or by those who will start their doctoral studies in the academic year 2023/2024. It is also important to note that during the period of the KDP scholarship, grantees must have an employment or other work relationship with the partner organisation of their choice for which they are entitled to remuneration.

The submitted applications will be assessed by the Cooperative Doctoral Panel of nine members, in which both the higher education sector and the business sector are represented to ensure a balance of interests and the selection of the best applications.

Following the announcement of results, the NRDI Office will conclude the grant agreements with the higher education institutions hosting the winning doctoral students.
Submissions: from 19 June 2023 to 20 July 2023, 12.00 (CEST) and from 25 July 2023 to 31 July 2023, 12.00 (CEST) .

Applications for the Cooperative Doctoral Programme can be submitted after registration on https://kfivelemeny.nkfih.gov.hu/. After clicking on the “Regisztrálok (Register)” menu item, a short registration form will be opened, where you can activate the registration by ticking the “Szakpolitikai véleménykérő vagyok (I am requesting an RDI policy opinion)” checkbox and accepting the link sent in the confirmation email. To fill in the request click “Kérelmek (Requests) →Új kérelem (New request)” on the menu bar on the left-hand side of the page, for more information on how to fill in the form, please refer to the instructions available on the page. Applicants should note that applications must be submitted via the RDI opinion webpage, where the form must also be completed. Annex 1 to the application is only a sample and does not need to be filled in or uploaded. The following declarations (applicant’s declaration, host institution’s letter of acceptance, doctoral school’s declaration, supervisor’s declaration, employer’s declaration, expert’s declaration) are generated by the system during the application process based on the data provided in the RDI opinion webpage, therefore the application’s Annexes 2, 4, 5, 6, 7, 8 are only templates.

The Ministry of Culture and Innovation is the professional coordinator of the programme, while the National Research, Development and Innovation Office is the operational manager. The programme is financed from the National Research, Development and Innovation Fund.

Cooperative Doctoral Programme Doctoral Scholarship 2023 call for applications institutional decision list

Ministry of Culture and Innovation has announced, through the National Research, Development and Innovation Office, an open call for applications under the title Cooperative Doctoral Programme Doctoral Scholarship (hereinafter referred to as the CDP) to be financed from the National Development and Innovation Fund.

The aim of the CDP is to further increase the number of employees working in the RDI segment, primarily in the broader STEM fields (science, technology, engineering, mathematics, agriculture, medicine, health and arts), who want to enrich their professional knowledge with the latest scientific research and are committed to the social and economic exploitation of their knowledge. To this end, the doctoral students participating in the programme will do their doctoral research at the doctoral school but in collaboration with the business sector.

The CDP offers funding to those who, in addition to their doctoral studies, carry out research outside higher education that promotes the practical application of their scientific results.

Altogether 314 applications were submitted in the application period. After assessment against the formal requirements, 252 were sent on for peer review.

As a result of the professional review of the applications received, 150 applicants from 17 higher education institutions will be awarded scholarship, based on the recommendation of the Cooperative Doctoral Panel, and the approval of the Ministry of Culture and Innovation. The total awarded amount reached HUF 4,007,400,000, distributed among the grantees, the supervisors, the experts and the doctoral schools involved in the projects.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2023 supports the implementation of Hungary’s new innovation strategy, the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2023 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
