For the call opened in 2021, two sub-programmes have been announced:
- In the case of the French and Austrian relations, the partners will develop a joint project for the call for proposals launched by the NRDI Office and the foreign funding body, which Hungarian applicants will submit to the NRDI Office and foreign partners to the funding body of their country. In these relations, the call identifies targeted thematic areas.
- If the Hungarian applicant has received a letter of acceptance from a partner institution in any other European or non-European country, it unilaterally submits its application to the NRDI Office.
In 2022, proposals are admitted under this call in the French relation which is already backed by a bilateral intergovernmental agreement.
Based on the consensual agreement of the French and Hungarian partner institutions, the following S&T fields will be given priority:
- life sciences
- natural sciences
- engineering sciences
within these, no specific priority areas are identified.
The application process for proposals submitted in 2021
To submit a proposal, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.
Austrian relation: the deadline for submission is 12.00 (noon) CET on 25 June 2021.
French relation: the deadline for submission is 12.00 (noon) CET on 30 June 2021.
General relation: proposals are accepted electronically from the official opening of the online application form until 12.00 CET on 06 October 2021.
The application process for proposals submitted in 2022
To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised proposal must be submitted together with a duly signed (authenticated) statement verifying the electronic submission of the application, in line with the Application Guidelines.
Proposals can only be submitted via the Participant Portal, and neither the application form nor the declaration need to be submitted on paper to the NRDI Office.
Project proposals can be submitted (electronically) from the activation of the online application form until 16.00 CET on 17 November 2022.
Eligible applicants
Proposals under this call must be submitted individually.
The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- businesses with legal personality, non-profit companies and other economic organisations that have at least one closed, approved, completed business year, maintain double-entry accounting and are not subject to the small taxpayers’ itemized lump sum tax (KATA);
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU;
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
Eligible project objectives
- travel of the researcher/student representing the Hungarian party to the partner country;
- stay of the researcher/student representing the Hungarian party in the partner country;
- travel of the researcher/student representing the Hungarian party within the partner country in relation to the project;
- project-related activities to disseminate the results achieved;
- participation in an international conference (a prestigious event in the field of the project in Hungary, in the partner country or in another country).
Duration of the project
The maximum duration of projects is 24 months.
- For proposals submitted in 2021:
The project cannot start before 01 January 2022 for the French and Austrian relations and before 01 March 2022 for the General S&T cooperation. - For proposals submitted in 2022:
In the case of the French relation, project implementation cannot start before 01 January 2023.
Total budget and maximum amount of funding
- For proposals submitted in 2021:
Total available budget: HUF 200 million, of which HUF 20-20 million is earmarked for each of the French and Austrian relations. - For proposals submitted in 2022:
Total budget is HUF 20 million.
Maximum amount of non-refundable funding per proposal:
- HUF 2 million for a European partner institution located in a neighbouring country,
- HUF 2.5 million for a European partner institution located in a non-neighbouring country,
- HUF 5 million for a non-European partner institution.

Funded projects under the reopened Call for proposals in bilateral Science and Technology (S&T) cooperation, French relation
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.
The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.
For the French relation of the 2021-1.2.4-TÉT call reopened in 2022, altogether 5 proposals were submitted between 21 October and 17 November 2022, with funding request of HUF 12.5 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 3 proposals for funding to the Funder, valued HUF 7.5 million in total.
According to the funding decision, 3 projects receive HUF 7.5 million in non-refundable funding from the NRDI Fund.

Funded projects under the Call for proposals in bilateral Science and Technology (S&T) cooperation, Austrian relation
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.
The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.
For the Austrian relation of the 2021-1.2.4-TÉT, altogether 8 proposals were submitted between 10 and 25 June 2021, with funding request of HUF 16 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 7 proposals for funding to the Funder, valued HUF 14,000,000 in total.
According to the funding decision, 7 projects receive HUF 14 million in non-refundable funding from the NRDI Fund.

Funded projects under the Call for proposals in bilateral S&T cooperation (2021-1.2.4-TÉT)
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.
The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.
For general relation of the 2021-1.2.4-TÉT call, 46 proposals were submitted between 10 June and 6 October 2021, with funding request of over HUF 182,5 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 40 proposals for funding, valued HUF 163,5 million in total.
According to the funding decision, 40 projects receive over HUF 163.5 million in non-refundable funding from the NRDI Fund.

Funded projects under the Call for proposals in bilateral Science and Technology (S&T) cooperation, French relation
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.
The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.
For the French relation of the 2021-1.2.4-TÉT, altogether 10 proposals were submitted between 10 June and 30 July 2021, with funding request of HUF 25 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 6 proposals for funding to the Funder, valued HUF 15,000,000 in total.
According to the funding decision, 6 projects receive approximately HUF 15 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The 2025 Programme Strategy of the NRDI Fund supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutes and the economy. A key objective of the 2025 Programme Strategy is to improve Hungary’s performance in the following areas: human resources (pipeline of researchers, number of doctoral students, number of students in higher education in STEM fields), the number and share of innovative enterprises (number and share of SMEs carrying out product and/or process innovation), and intellectual property (patents, trademarks, registered designs).
