• Sub-programme “A”: Support for RDI projects of enterprises, to be implemented independently or involving partners in consortia, which demonstrate high market potentials and foresee a probable return of investments.
  
• Sub-programme “B”: Support for RDI projects of enterprises, to be implemented in consortia involving higher education institutions, research and knowledge-dissemination organisations as partners, which aim to handle complex and large-scale research, development and innovation tasks, in collaboration with outstanding players of the given field. Penetrating into the economy and other aspects of the society, achievements from reasonably focused efforts of these projects will contribute to answering important challenges and yield significant economic and societal benefits.  
  

Submission of proposals

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) accessible through the www.palyazat.gov.hu website. As specified in the Guidelines, an officially executed statement should be attached to verify the electronic submission as authorised. Electronic submissions are accepted continuously from the announcement of the online application form as long as available funds last, but no later than 5 August 2019 at 14:00 (CET).
Applicants are herewith advised that funding requests submitted to the call announced from the NRDI Fund to support market-driven research, development and innovation projects (2019-1.1.1-PIACI KFI) exceed four times the available budget HUF 45 billion, therefore the NRDI Office will close the submission earlier than the original deadline, i.e. as of 31 July 2019 at 14:00, in accordance with the provisions of the call and a previous piece of communication released in the matter by the NRDI Office.

Eligible applicants

Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as provided below:

• for-profit business companies and other economic organisations of GFO codes as specified in the call, provided that they have at least 2 completed business years, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA) 
  
• denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  
• budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
  

Under sub-programme “A” only applicants as provided in the first section above are eligible, applying either independently or in consortia of no more than 2 members. Under sub-programme “B” only consortia are eligible, with consortium leaders as provided in the first section above and having of no more than 4 members.

Eligible activities

• Activities eligible for funding independently: experimental development (at least 50% of total eligible costs).
  
• Not eligible for funding independently: applied (industrial) research, process and organisational innovation, aquisition of tangible and intangible assets, publicity, project coordination, public procurement, market entry, legal protection of intellectual property.
  

Further substantial conditions

• Applicants shall commit to create a marketable product, technology ar service in the course of the project; undertake that the sales revenue from the RDI activity will reach at least 30% of the funding in 3 financial years of the monitoring period after the completion of the project; and that the level of R&D spending will not fall under the base value in the financial year following the completion of the project.
  
• Duration of the projects is 12 to 36 month under sub-programme “A” and 24 to 48 months under sub-programme “B”. Projects launched before the date of application are considered ineligible.
  
• Applicants shall maintain project results for a monitoring period of 3 years, or 5 years in the case of large companies applying for funding “Regional investment”.
  

Available budget and funding

To reach the objectives of the call, the NRDI Office provides a total budget of HUF 45 billion from the NRDI Fund in the following distribution:

• Sub-programme “A”: HUF 24 billion in total, of which individual applicants may apply for HUF 100 to 500 million per project, and consortia may apply for HUF 150 to 500 million per project in non-refundable funding. 100% of the funding must reach for-profit business companies.
  
• Sub-programme “B”: HUF 21 billion in total, of which individual applicants may apply for HUF 100 to 500 million per project, and consortia may apply for HUF 150 to 500 million per project in non-refundable funding. At least 75% of the funding must reach for-profit business companies.
