Financed from the NRDI Fund, the call aims to improve the competitiveness of businesses by supporting their research, development and innovation projects in the following schemes:

Sub-programme ‘A’: Funding to businesses for RDI projects with a market potential and a high probability of return on investment, implemented alone or in consortium. By successfully implementing the RDI projects, businesses lay the foundations of new business opportunities.

Sub-programme ‘B’: Funding to businesses for RDI projects implemented in consortium which may include research and knowledge-dissemination organisations as partners. Funding for highly important and complex RDI projects involving the professionally outstanding stakeholders of the given field. The results of the funded projects will be used in various economic and social areas, contributing to the solution of existing important problems, and ultimately bringing significant economic and social benefits through the reasonable concentration of resources.

Submission of project proposals

Requests for a pre-qualifying opinion can be completed by logging in at kfivelemeny@nkfih.gov.hu, taking into consideration the assessment criteria indicated there and also listed in section 8 of the call (criteria for assessing requests for a pre-qualifying opinion submitted on kfivelemeny.nkfih.gov.hu).

Requests for a pre-qualifying opinion can be submitted by 12:00 CET, 12 June 2020.

Applicants are informed that the possibility to submit requests for a pre-qualifying opinion will be available from 12:00 CET on 27 September 2021 until 12:00 CET on 4 October 2021. If during this period the total of applications submitted do not reach HUF 100 billion, applications may continue to be submitted until this amount is reached, but no later than until 12:00 on 11 October 2021.

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.

Project proposals can be submitted (electronically) from the activation of the online application form until 12:00 CET, 18 February 2022.

Eligible applicants

Legal entities with registered seat in Budapest or with registered seat in the European Economic Area and a branch office in Budapest may apply as specified below:

  • businesses and other economic organisations classified under the financial management (GFO) codes specified in the call, provided that they have at least two completed business years, maintain double-entry accounting, and are not subject to the small business tax (KATA);
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU;
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Eligible project objectives

  • Activities eligible for funding independently: experimental development (min. 50% of the eligible project costs).
  • Activities not eligible for funding independently: hardware and software procurement, software subscription services, project management (coordination), mandatory publicity (information), obtaining industrial property protection, general costs (overheads) and marketing in the context of applied (industrial) research, asset procurement and R&D project support activities.

Additional important terms

  • The applicant undertakes to produce a marketable product, technology or service in the course of the project.
  • Project implementation period is 12 to 36 months for subprogramme “A” and 24 to 48 months for subprogramme “B”.
  • Applicants will also have to commit to a maintenance period of 3 years, if the project includes eligible costs relating to activities carried out under the heading of investment support for research infrastructure.

Total available budget and maximum funding per project

The NRDI Office is expected to allocate a total budget of HUF 50 billion from the National Research, Development and Innovation Fund to the objectives of the call as follows:

  • Sub-programme ‘A’: Of a budget of HUF 29 billion, HUF 100 to 400 million per project is available for individual applicants, and HUF 150 to 500 million per project for consortia, in the form of non-refundable funding. 100% of the funding has to be received by for-profit companies.
  • Sub-programme ‘B’: Of a budget of HUF 21 billion, HUF 400 to 800 million per project can be disbursed, in the form of non-refundable funding. At least 65% of the funding has to be received by for-profit companies.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.

The 2022 calls for domestic RDI proposals financed from the NRDI Fund are set out in the annual Programme Strategy adopted by the Government.
