The call is aimed to foster Hungarian participation in the Horizon 2020 framework programme, as well as other RDI joint programmes and regional cooperations of the European Union, and to strengthen the networking and fundraising ability of Hungarian applicants. The above objectives are supported from the NRDI Fund, applications may be submitted int he following areas:

  • Sub-programme “A”: support of arrangements for projects to be submitted by international consortia for Horizon 2020, ECSEL, AAL, EUROSTARS and ERA-NET programmes
  • „B” alprogram: support to Hungarian partners of projects selected for funding in the international assessment process under the Danube Region Strategy, for consortium-building cooperation


Submission of project proposals

The applications have to be submitted electronically on the Participant Portal (Pályázati e-ügyintézés) which can be reached through the www.palyazat.gov.hu website. Along with the application finalised in the online application form, applicants have to submit a duly executed statement certifying the electronic submission of the application. Submissions are accepted, from the announcement of the online application form in the case of sub-programme “A”, and continuously from the advice of international assessment in the case of sub-programme “B”, but no later than 28 September 2018 at 12:00 (CET).

Eligible applicants

Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:

  • business companies, non-profit companies and other economic organisations specified in the call, provided that they have at least two completed business years, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA) 
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Eligible objectives and actions

The following activities are eligible for funding:

  • In the case of sub-programme “A”:
    • participation in the official partnering event of the international programme dedicated to consortium building 
    • participation in the meeting of the foreign project aimed at drafting the application and/or the consortium agreement; organisation of a domestic project-preparation meeting
    • in the case of coordinators, drafting the application and/or the consortium agreement; consultation with legal experts and patent attorneys.

  • In the case of sub-programme “B”:
    • participation in the preparatory meeting of the foreign project aimed at drafting the application and/or the consortium agreement (the travel costs of up to 3 participants per meeting are eligible)
    • organisation of a preparatory meeting or workshop aimed at drafting the application and/or the consortium agreement

Total available budget and maximum funding per project

  • In sub-programme “A” the total budget is HUF 65 million, the maximum amount of funding is HUF 1.5 million per project (HUF 3 million for coordinator). 
  • In sub-programme “B” the total budget is HUF 15 million, the maximum amount of funding is HUF 5 million per project.

Call for proposals for increased Hungarian participation in the EU H2020 and other EU and regional funding programmes (2018-2.1.2-EU_KP), 2nd round
The EU_KP call of year 2018 aims to promote Hungarian participation in the Horizon 2020 framework programme, other joint RDI programmes and regional collaborations of the European Union; and to strengthen the international networking and fundraising capacity of Hungarian participants.

The budget of the call is financed from the NRDI Fund in the following focus areas:

  • Sub-programme “A”: Support for preparing to participate in the Horizon 2020, ECSEL, AAL and EUROSTARS programmes
  • Sub-programme “B”: fostering consortium-building cooperation between Hungarian partners of projects selected in the international assessment in relation to the Danube Region Strategy

In the second assessment round, from 6 June till 28 September 2018, 17 proposals were submitted for Sub-programme “A”. Out of them 2 were withdrawn by applicants and another 2 were rejected due to incompliance with formal requirements. The proposals were assessed against the evaluation criteria as set out by the call and ranked by a designated expert group.

Upon their motion the Innovation Board recommended 13 proposals for funding under Sub-programme “A” to the President of the NRDI Office in this assessment round, altogether nearly HUF 22.5 million in non-refundable funding.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund Programme Strategy for the year 2019 has been endorsed by Government decree 1622/2019. (X.31.).
The timing and the budget of European-financed non-refundable and refundable RDI schemes under the EDIOP (GINOP) and CCHOP (VEKOP) programmes have been approved by the Government within the Annual Development Framework Programme, upon the proposal of the NRDI Office. Pursuant to the Government Decree 106/2018. (VI. 15.) on the amendment of certain Government Decrees related to development policy due to the Government being restructured, the 2nd priorities of the EDIOP/GINOP and CCHOP/VEKOP (i.e. research, technology development and innovation) operational programmes are commanded to the political responsibility of the Ministry of Innovation and Technology (MIT) instead of the National Research, Development and Innovation Office as from 16 June 2018.
