Purpose of the call
The purpose of this scheme is to foster the participation of Hungarian undertakings in the EUREKA programme, which facilitates the international R&D cooperation of undertakings, in particular small and medium-sized enterprises, and thereby
- to increase the marketability of Hungarian enterprises,
- to strengthen Hungarian participation on an international level,
- to foster the R&D cooperation between research and the business world by supporting close-to-the-market projects, whereby prototypes or new products, technologies or services are developed,
- to promote the Hungarian utilisation of participation in international R&D projects.
Further aim is to support research and development projects to be implemented in German-Hungarian collaboration, particularly those of SMEs, within the framework of the joint research and development cooperation programme between the NRDI Office of Hungary and the German Federal Ministry of Education and Research (BMBF).
Who can apply
Hungarian support can be applied for by applicants who are listed in the database of the EUREKA Secretariat or the EUREKA cluster register as partners/consortium leaders of a EUREKA project proposal or approved project submitted by an international consortium, and this fact is evidenced by the Hungarian EUREKA National Project Coordinator. Hungarian partners participating in the same international EUREKA project shall apply for the Hungarian funding by forming a consortium. Individual applications can be submitted by enterprises only.
Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:
- business companies, non-profit companies and other economic organisations specified in the call, provided that they have at least two completed business years, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA)
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
Deadline for submission
Submissions (electronically) are accepted from the date of opening the online application template until 28 March 2018, until 30 May 2018 (deadline for German-Hungarian EUREKA applications) and until 15 August 2018, no later than 14:00 (CET). Submitted applications shall get EUREKA label by the following deadlines: 31 July 2018 for submissions by 28 March 2018, or 15 November 2018 for submissions by 15 August 2018. Applications which fail to get the label within the respective time limit will be rejected.
Eligible activities
The following activities are eligible for funding in projects to be implemented under the EUREKA programme:
- eligible for individual funding: applied (industrial) research research, experimental development
- not eligible for individual funding: activities related to the publicity, coordination, market access, intellectual property rights of the project.
Available funds
In order to achieve the objectives of the call the NRDI Office provides a support of HUF 750 million from the NRDI Fund. Projects can apply for non-refundable funding of minimum HUF 20 million and maximum HUF 70 million.

By the submission deadline of 15 August 2018, 32 project proposals were submitted with funding request of over HUF 1.8 billion in total. The Innovation Board recommended 9 proposals for funding to the President of the NRDI Office, and the funding decision of 1 March 2019 was adopted accordingly. Two further proposals were conditionally recommended for funding, only if their international partners’ projects would be selected for funding. In the meanwhile both of the international partners won funding for their projects, therefore those two Hungarian proposals also became entitled for domestic funding.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund Programme Strategy for the year 2019 has been endorsed by Government decree 1622/2019. (X.31.).
The timing and the budget of European-financed non-refundable and refundable RDI schemes under the EDIOP (GINOP) and CCHOP (VEKOP) programmes have been approved by the Government within the Annual Development Framework Programme, upon the proposal of the NRDI Office. Pursuant to the Government Decree 106/2018. (VI. 15.) on the amendment of certain Government Decrees related to development policy due to the Government being restructured, the 2nd priorities of the EDIOP/GINOP and CCHOP/VEKOP (i.e. research, technology development and innovation) operational programmes are commanded to the political responsibility of the Ministry of Innovation and Technology (MIT) instead of the National Research, Development and Innovation Office as from 16 June 2018.
