Submission of project proposals
Applications can be submitted electronically through the Online Application Portal of the NRDI Office, but also on a data-storage medium, together with the printed and duly signed project data sheet and annexes, in one copy, in a closed envelope, sent to the mailing address of the NRDI Office.
Submission deadline:
- In sub-programme “A”, submissions are accepted continuously from the activation of the online application form as long as available funds last. The applications are assessed in a simplified procedure in several stages: the applications submitted by the given deadlines will be assessed collectively. The first submission deadline is 10 June 2016.
- In sub-programme “B”, applications may be submitted after the information published by the Federal Ministry of Education and Research about the results of the international assessment. Applications are accepted as long as available funds last.
Who can apply
The call is open to:
- business companies and cooperatives with legal personality and registered seat in Hungary
- the Hungarian branches of business companies with registered seat in the European Economic Area
- budgetary organs and their institutions with legal personality
- non-profit organisations with legal personality.
The call is not open to consortia; if more than one Hungarian partner participates in the international call concerned by the project proposal, they are eligible to apply for the funding separately.
Eligible objectives and actions
The following activities are eligible for funding:
- In the case of sub-programme “A”:
-
- participation in the official partnering event of the international programme dedicated to consortium building
- participation in the meeting of the foreign project aimed at drafting the application and/or the consortium agreement; organisation of a domestic project-preparation meeting
- in the case of coordinators, drafting the application and/or the consortium agreement; consultation with legal experts and patent attorneys.
- participation in the official partnering event of the international programme dedicated to consortium building
- In the case of sub-programme “B”:

- participation in the preparatory meeting of the foreign project aimed at drafting the application and/or the consortium agreement (the travel costs of up to 3 participants per meeting are eligible)

Total available budget and maximum funding per project
- In sub-programme “A” the total budget for 2017 is HUF 54,710,150 and the maximum amount of funding is HUF 1.5 million per project (HUF 3 million for coordinator1).
- In sub-programme “B” the total budget for 2017 is HUF 30 million and the maximum amount of funding is HUF 5 million per project.

In the sixth assessment round, between 11 July 2017 and 10 October 2017, 14 proposals were submitted with a total funding request of nearly HUF 30 million. The project proposals were checked against the formal requirements in line with the call. This was followed by the professional assessment and ranking which in Sub-programme “A” was performed by the designated expert group against the assessment criteria set out in the call and in Sub-programme “B” by an international panel of experts against the international assessment criteria specified in the given programme. On the basis of the assessment and the ranking the Innovation Board made a recommendation for funding which was in accordance with the recommendation of the expert panel (for Sub-programme “A”) and the international panel of experts (for Sub-programme “B”).
Thus, the Innovation Board approved to recommend 7 projects to the President of the NRDI Office for funding, with total amount of HUF 18 million in the following breakdown: HUF 13,337,774 for Sub-programme “A” and HUF 4,704,000 for Sub-programme “B”.

The project proposals were checked against the formal requirements in line with the call. This was followed by the professional assessment and ranking which in Sub-programme “A” was performed by the designated expert group against the assessment criteria set out in the call and in Sub-programme “B” by an international panel of experts against the international assessment criteria specified in the given programme. On the basis of the assessment and the ranking the Innovation Board made a recommendation for funding which was in accordance with the recommendation of the expert panel (for Sub-programme “A”) and the international panel of experts (for Sub-programme “B”).
Thus, the Innovation Board approved to recommend 5 projects to the President of the NRDI Office for funding, with total amount of HUF 11 million in the following breakdown: HUF 6,803,113 for Sub-programme “A” and HUF 4,550,000 for Sub-programme “B”.

In the fourth assessment round, between 11 December 2016 and 10 April 2017, 14 proposals were submitted with a total funding request of HUF 30 million. 7 of these met the formal requirements and were considered suitable for professional assessment.
The professional assessment and ranking was performed in Sub-programme “A” by the designated expert group against the assessment criteria set out in the call and in Sub-programme “B” by an international panel of experts against the international assessment criteria specified in the given programme. Subsequently, the Innovation Board recommended two proposals for rejection and five proposals for funding to the President of the NRDI Office based on the assessment results and ranking. In the fourth round in sub-programme “A” 3 businesses, in sub-programme “B” 2 universities received altogether around HUF 10.3 million in non-refundable funding from the NRDI Fund.
Prior to this, in the first assessment round of the call 9 projects were awarded HUF 14.6 million, in the second round 4 projects were awarded nearly HUF 9 million and in the third round 11 projects were awarded around HUF 14.5 million in funding. Now, with the awards decisions of the fourth round, 27.4% of the 2016-2017 budget has been spent.
Accordingly, in sub-programme “A” around HUF 35.5 million and in sub-programme “B” HUF 24.2 million is still available from the original budgets.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2024 supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy. The priority objective of the Programme Strategy 2024 is to contribute to improving the Hungarian performance in the areas of human resources (number of researchers, number of PhD students, number of STEM students in higher education), number and share of innovator enterprises (number and share of SMEs implementing product and/or process innovation) and intellectual property (IP) (patents, trademarks, designs).
