The aim of the call for proposals (hereinafter: Call) announced from the National Research, Development and Innovation Fund is to support activities aimed at obtaining domestic and/or international industrial property protection for intellectual creations.



Submission of proposals:

To submit your proposal, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed declaration verifying the electronic submission of the proposal, in line with the Guidelines.

The declaration must be signed (authenticated) as follows:

  1. provided with qualified electronic signature or qualified certificate-based electronic signature of at least advanced security level, or
  2. the declaration must be authenticated using the ePaper service.

The ePaper service is available free of charge, but requires electronic identification (e.g. ClientGate+ registration or DÁP ID). The ePaper service is available at the following link: https://epapir.gov.hu/

Please make sure to carefully review our guide on the authentication procedure (Guide to electronic authentication of project proposals submitted to the NRDI Office using the ePaper service), which is available under the “Download proposal documents” section of this Call.

After applying an electronic signature or using the ePaper service:

  1. attach to the finalised proposal a declaration provided with a qualified electronic signature or authenticated using the ePaper service, and then
  2. submit the proposal in accordance with the instructions in the online form.

Proposals can only be submitted via the Participant Portal, and neither the proposal form nor the declaration need to be submitted in hard copies to the NRDI Office.

Proposals can be submitted (electronically) once the online form becomes active.

A notice regarding the activation of the online form will be published on www.nkfih.gov.hu.

Following the activation of the application form, funding applications may be submitted on a rolling basis.

Proposals received by the following deadlines will be assessed together:

Eligible applicants

  1. private individuals with residence in Hungary; and
  2. legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
    1. Businesses with or without legal personality, non-profit business companies (GFO: 113, 114, 116, 117, 121, 124, 129, 141, 231, 572, 573);
    2. Budgetary organs and budgetary entities (GFO: 311, 312, 322, 341, 342, 381, 382);
    3. Non-profit and other non-business organisations (GFO: 551, 552, 559, 562, 563, 569, 599, 931).

Under this Call, no proposal may be submitted and the applicant is not eligible for support if funding has already been awarded for the same subject of industrial property protection related to the given activity under any of the following calls for proposals:

  • Support of activities fostering the domestic and international protection of intellectual property with the aim of facilitating the utilisation of such intellectual property (call for proposals code: 2020-1.1.3-IPARJOG),
  • Support of activities fostering the domestic and international protection of intellectual property with the aim of facilitating the utilisation of such intellectual property (call for proposals code: 2021-1.1.1-IPARJOG).

Basic information on funding

Under this Call, the maximum amount of aid that may be awarded to private individuals is the amount set out in the table in section 5 of this Call, for which they must submit itemised, ex-post accounts.

In the framework of this Call, a lump sum settlement of accounts applies to non-private individual applicants in accordance with point 7.3.3 of the Guidelines. In the case of flat-rate financing, the applicant may receive an amount of funding in accordance with the table in section 5 of the Call, for which no itemised ex-post accounts are required.

VI. Activity related to the filing of a European Union trade mark application HUF 250,000
VII. Activity related to the filing of an international trade mark application HUF 400,000
VIII. Activity related to the filing of a Hungarian design protection application HUF 100,000
IX. Activity related to the filing of a Community design protection application HUF 100,000

Eligible activities:

The following activities are eligible for funding in the programme:

  1. Application for Hungarian patent, utility model or plant variety protection
  2. Application according to the Patent Cooperation Treaty (PCT)
  3. Commencing national/regional procedures under the Patent Cooperation Treaty (PCT)
  4. Validation of European patents
  5. Application for domestic trademark registration
  6. Application for EU trademark registration
  7. Application for international trademark registration
  8. Application for domestic design registration
  9. Application for Community design registration

One applicant may receive funding for multiple activities, but as only one activity can be funded per application, the applicant will have to submit a separate application for each activity.

An applicant can apply for funding several times during the term of this Call, but may receive funding only once for an activity for the same type of protection.

In the same calendar year, one applicant may receive funding for the registration of up to five domestic, EU and international trademarks (i.e. under V. Application for domestic trademark registration, VI. Application for EU trademark registration, VII. Application for international trademark registration, combined).

Total budget and maximum amount of funding:

Total available budget: HUF 500 million.

Funding intensity is 100%.

Depending on the activity, the amount of funding that may be requested per funding proposal is up to HUF 7,500,000 for individuals, and between HUF 100,000 and HUF 7,500,000 for non-individuals.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
