The Call aims to establish and develop knowledge centres in areas of particular potential for the national economy, which can become outstanding scientific hubs in their respective fields.

The National Laboratory is a collaborative, institutionalised and dynamic platform for the social, economic and environmental exploitation of research results, opening up a new international dimension to exploratory and experimental research.

The main objectives of the National Laboratory are:

  • the concentration of national workshops in a given thematic area,
  • the development of competences to respond to major global challenges at international level,
  • the social, economic and environmental exploitation of research results (knowledge transfer).

Who can apply

The call is open to both individual applicants and consortia.

Legal entities with registered seat in Hungary may apply for funding under this Call for Proposals as follows:

  • Non-profit and other not-for-profit organisations with financial management (GFO) codes 551, 552, 559, 562, 563, 569, 599, which are state-recognised, non-public higher education institutions (ecclesiastical or private higher education institutions) listed in Annex 1 to Act CCIV of 2011 on National Higher Education and which qualify as “research and knowledge-dissemination organisations” within the meaning of Article 2(83) of Commission Regulation 651/2014/EU of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty (hereinafter: Commission Regulation 651/2014/EU).
  • Budgetary organs and budgetary entities classified under GFO codes 311, 312, 322, 341, 342, 381 or 382, with registered seat in Hungary.
  • Businesses with legal personality, non-profit companies and other economic organisations with registered office in Hungary or with registered seat in the European Economic Area or a branch office in Hungary, with GFO codes 572, 573, which
    • have at least one closed, approved, full (365 days) financial year (this condition does not apply to state-owned companies),
    • maintain double-entry accounting and
    • are not subject to the small taxpayers’ itemized lump sum tax (KATA).

If the project is implemented in the form of a consortium, the following can be members of the consortium:

  • Non-profit and other not-for-profit organisations with GFO codes 551, 552, 559, 562, 563, 569, 599 and having a registered office in Hungary, which are state-recognised, non-public higher education institutions (ecclesiastical or private higher education institutions) listed in Annex 1 to Act CCIV of 2011 on National Higher Education and which qualify as “research and knowledge-dissemination organisations” within the meaning of Article 2(83) of Commission Regulation 651/2014/EU.
  • Organisations with GFO code 311, 312, 322, 341, 342, 381 or 382 from among the budgetary organs and budgetary entities with registered office in Hungary.
  • Businesses with legal personality, non-profit companies and other economic organisations with registered seat in Hungary or with registered office in the European Economic Area or a branch office in Hungary, with GFO codes 113, 114, 141, 572, 573, 736, which
    • have at least one closed, approved, full (365 days) financial year (this condition does not apply to state-owned companies),
    • maintain double-entry accounting and
    • are not subject to the small taxpayers’ itemized lump sum tax (KATA).

Eligible activities:

  1. Activities eligible for funding independently:
    • Applied (industrial) research
    • Experimental development
    • Basic research
  2. Activities not eligible for funding independently:
    • Activities relating to publicity (information)
    • Activities related to industrial property rights
    • Participation in conferences and exhibitions related to and justified by the technical implementation of the project
    • Public procurement activities
    • Drawing up and approving preliminary studies and plans
    • Construction, expansion, rearrangement, modernisation, renovation of buildings absolutely necessary for the research infrastructure, and the necessary developments of basic infrastructure
    • Market entry-related activities
    • Purchase of tangible assets
    • Procurement of immaterial assets
    • Site preparation
    • Project coordination activities
    • Overheads

Submission of project proposals:

To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.

Project proposals can be submitted (electronically) from the activation of the online application form until 12:00 CET, 15 June 2022.

Information on project duration and maintenance:

Timeframe for project implementation: minimum 12 months, maximum 48 months. The latest end date for project completion: 28 February 2026
Applicants will also have to commit to a maintenance period of 3 years, if the project involves the creation or upgrading of infrastructure under a research infrastructure investment grant or regional investment grant.

Amount of funding:

The maximum amount of funding per application is minimum HUF 1 billion and maximum HUF 10 billion.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
