The aim of the call, financed by the National Research, Development and Innovation Fund, is to support the establishment and strengthening of innovation supplier networks and long-term cross-sectoral RDI partnerships along large enterprises’ development focuses in order to ensure the competitiveness of large enterprises and enhance their innovation potential.



The call supports two different types of cross-sectoral cooperation: one type of cooperation aims to produce specific RDI results that can have a high impact on the consortium leader’s business activities and the national economy. The other type of collaboration supports the creation of knowledge-building partnerships suitable for conducting research with significant scientific, economic, and social impact, in areas linked to the competencies of large enterprises, where there is potential for scientific or innovative breakthroughs.

Sub-program A: Industrial product and technology development:

In the project, the collaboration network conducts product and technology developments targeted by the large enterprise, which may have a substantial impact on the business activities of the project leader enterprise in the medium term.

Sub-program B: Knowledge and capacity-building:

The project, based on the long-term strategy of the large enterprise, focuses on applied university and research institute studies that result in unique intellectual creations, significantly strengthening the corporation’s competitiveness and market positions in the long term. The R&D process takes place with the continuous support and involvement of the large enterprise.

Submission of proposals

To submit your proposal, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed statement verifying the electronic submission of the proposal, in line with the Guidelines.

Proposals can be submitted until 16:00 (CET) on 24 March 2025, from 12:00 (CET) on 7 April 2025 to 12:00 (CET) on 11 April 2025, and from 12:00 (CET) on 26 May 2025 to 12:00 (CET) on 30 May 2025.

Eligible applicants

For sub-program A, either independently or as a consortium leader:

a) Business entities with or without legal personality, which

  • are classified under GFO codes 113, 114, 116, 117 or 141;
  • are classified as large enterprises;
  • maintain double-entry accounting, and
  • have at least 2 completed, approved business year (365 days) and published accounts.

For sub-programme A, as a consortium member:

b) Business entities with or without legal personality, which

  • are classified under GFO codes 113, 114, 116, 117 or 141;
  • are classified as small and medium-sized enterprises (SMEs), including startup companies, or
  • participate as the consortium leader, or a partner company 100% owned by a large enterprise that is not the consortium leader,
  • maintain double-entry accounting, and
  • have at least 2 completed, approved business year (365 days) and published accounts.

For sub-program B, exclusively independently:

c) Business entities with or without legal personality, which

  • are classified under GFO codes 113, 114, 116, 117 or 141;
  • are classified as large enterprises;
  • maintain double-entry accounting, and
  • have at least 2 completed, approved business year (365 days) and published accounts.

Activities eligible for funding independently:

In the case of sub-program A:

  1. Experimental development
  2. Applied (industrial) research
    In the case of a utilised service, the provider of the applied (industrial) research service must meet the following condition. The fulfilment of this condition must be attached as an annex to the quotation issued by the service provider.
    Within the framework of the project, an organisation can conduct applied research activities as a service provider if, at the time of submitting the project proposal, it has at least two full-time employees with a minimum of a BA/BSc/MA/MSc degree related to the project’s field of expertise.

In the case of sub-program B:

  1. Experimental development
  2. Applied (industrial) research
    In the case of a utilised service, the provider of the applied (industrial) research service must meet the following condition. The fulfilment of this condition must be attached as an annex to the quotation issued by the service provider.
    Within the framework of the project, an organisation can conduct applied research activities as a service provider if, at the time of submitting the project proposal, it has at least two full-time employees with a minimum of a BA/BSc/MA/MSc degree related to the project’s field of expertise.
  3. Basic research
    A large enterprise can apply for basic research activities if it has at least 5 full-time employees with a PhD degree relevant to the project proposal at the time of submission, and this number must be maintained throughout the implementation period.
    As a service provider, a fundamental research activity within the framework of the project can be carried out by an organisation that has at least 5 full-time employees with a PhD degree relevant to the project proposal at the time of submission, and this number must be maintained throughout the implementation period.

Non-eligible activities for sub-programs A and B:

  1. Activities supporting research and development projects
    Activities and costs stipulated in this section can only be accounted for on a flat-rate basis. Within the framework of the activity, the following research and development supporting sub-activities can be implemented: acquisition of hardware and software, subscription-based software services, project management (coordination), mandatory public disclosure (information), general costs (overhead), industrial property protection activities, publication activities, procurement activities, activities laying the groundwork for market introduction, participation in conferences and exhibitions, travel expenses, and market research.

Duration of the project

Maximum project duration is 36 to 48 months.

Total budget and maximum amount of funding

The total budget is HUF 15 billion, with

  • up to HUF 10 billion for sub-program A, and
  • up to HUF 5 billion for sub-program B.

The Funder, or the NRDI Office acting on behalf of the Funder, reserves the right to deviate from this allocation based on the evaluation of the project proposals received.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
