The call financed from the National Development, Research and Innovation Fund provides funding for the mobility of participants and exchange of expertise in order to foster the launch of research projects in the framework of bilateral trans-border science and technology (S&T) cooperation or the deepening of such existing collaborations.

The call consists of two sub-programmes:

  • In year 2019, the French and Austrian relations, while in year 2020, the French, Croatian, Serbian, Slovenian and Chinese relations, cooperating partners elaborate joint projects for the call announced by the NRDI Office and the financing agency of the destination country. The proposal should be submitted to the NRDI Office by the Hungarian party and, at the same time, to the financing agency of their own country by their foreign partner. For these relations there are special targets and focus areas specified in the call.
  • In other European and non-European relations, proposals should be submitted unilaterally to the NRDI Office by the Hungarian party, in possession of a hosting statement from the partner institution.

Submission of proposals

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) accessible through the www.palyazat.gov.hu website. As specified in Section 9 of the Guidelines, an officially executed statement should be attached to verify the electronic submission as authorised.

Submission of the project proposals is continuous.

In year 2019, proposals submitted by one of the following evaluation deadlines will be assessed together:

  • 12 June 2019, 16:00 (CET)
  • 26 September 2019, 16:00 (CET)

In year 2020, submission of the proposals opens as from 20 June 2020. Submission deadlines are:

  • 23 July 2020, 16:00 (CET) for the French relation
  • 24 September 2020, 16:00 (CET) for the Croatian, Serbian, Slovenian and Chinese relations
  • 24 September 2020, 16:00 (CET) for any other S&T relations

Eligible applicants

Legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary may apply as specified below:

  • business companies, non-profit companies and other economic organisations specified in the call, provided that they have at least 1 completed business year, maintain double-entry accounting and are not subject to the small taxpayers’ itemized lump sum tax (KATA)
  • denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
  • budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.

Eligible costs

  • travel costs of outgoing Hungarian researchers or PhD students
  • living costs of outgoing Hungarian researchers or PhD students in the destination country
  • project-related travel costs of outgoing Hungarian researchers or PhD students within the destination country
  • dissemination of results achieved in the project
  • participation in international conferences

Duration of the project

Projects should be implemented within 24 months.

For proposals submitted in year 2019, earliest commencing date for projects in the French and Austrian relations is 1 January 2020, in other relations, projects may be started on the day following the date of application.

For proposals submitted in year 2020, earliest commencing date for projects in the French, Croatian, Serbian, Slovenian and Chinese relations, is 1 January 2021, while in other relations, projects may be started on the day following the date of application.

Available funds

In year 2019, the call has a total budget of HUF 160 million financed from the National Research, Development and Innovation Fund. Out of this, the French and Austrian relations are planned to receive HUF 20 million each. For a project period of 24 months, applicants may apply for funding of HUF 2 million in European collaborations, or HUF 5 million outside Europe.

In year 2020, the call has a total budget of HUF 200 million financed from the National Research, Development and Innovation Fund. Out of this, the French, Croatian, Serbian, Slovenian relations are planned to receive HUF 20 million each, while the planned budget for the Chinese relation is HUF 50 million. For a project period of 24 months, applicants may apply for funding of HUF 2 million in European collaborations, or HUF 5 million outside Europe.

A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For the Chinese relation of the 2019-2.1.11-TÉT call reopened in 2020, altogether 38 proposals were submitted between 30 June and 24 September 2020, with funding request of over HUF 174 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 11 proposals for funding to the Funder, valued HUF 42.9 milion in total.

According to the funding decision, 11 projects receive approximately HUF 42.9 million in non-refundable funding from the NRDI Fund.

A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For the Serbian relation of the 2019-2.1.11-TÉT call reopened in 2020, altogether 41 proposals were submitted between 30 July and 24 September 2020, with funding request of over HUF 73 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 10 proposals for funding to the Funder, valued HUF 18,309,659 in total.

According to the funding decision, 10 projects receive approximately HUF 18.3 million in non-refundable funding from the NRDI Fund.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For the Croatian relation of the 2019-2.1.11-TÉT call reopened in 2020, altogether 17 proposals were submitted between 30 July and 24 September 2020, with funding request of over HUF 31 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 10 proposals for funding to the Funder, valued HUF 19,486,583 in total.

Funded projects under the Call for proposals in bilateral S&T cooperation (2019-2.1.11-TÉT)
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For general relation of the 2019-2.1.11-TÉT call, 36 proposals were submitted between 22 July and 24 September 2020, with funding request of over HUF 115 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 33 proposals for funding to the Ministry for Innovation and Technology, valued HUF 103,419,281 in total.

According to the funding decision, 33 projects receive over HUF 103.4 million in non-refundable funding from the NRDI Fund.

Funded projects under the Call for proposals in bilateral S&T cooperation (2019-2.1.11-TÉT)
A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

For the French relation of the 2019-2.1.11-TÉT call, 10 proposals were submitted between 19 June and 23 July 2020, with funding request of over HUF 19.8 million. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board and the President of the NRDI Office recommended 5 proposals for funding to the Ministry for Innovation and Technology, valued HUF 9,934,786 in total.

According to the funding decision, the above 5 projects receive over HUF 9.9 million in non-refundable funding from the NRDI Fund.

A decision has been adopted on providing domestic funding to projects implemented in the framework of international science and technology (S&T) cooperation calls.

The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

17 proposals were submitted to the 2019-2.1.11-TÉT call by the deadline, with funding request of over HUF 54,1 million. Out of them 15 were found to be in line with the formal requirements and suitable for qualitative assessment. The proposals were assessed and ranked by a designated expert group. The Innovation Board recommended 12 proposals for funding to the President of the NRDI Office.

Accordingly, 8 university and 4 research institute projects receive altogether HUF 36,289 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund’s Programme Strategy 2023 supports the implementation of Hungary’s new innovation strategy, the John von Neumann Programme, which focuses on connecting universities, research institutions and the economy.
