Sub-programme “A”: Support for the use of research and measurement opportunities by domestic researchers – particularly in the case of infrastructures where Hungary is a full member.
The sub-programme also provides an opportunity to organise group study trips to support the development of the researcher pipeline.
Sub-programme “B”: Support for the use of major domestic research infrastructures by international researchers, thereby promoting their integration into international scientific networks and the flow of knowledge.
Submission of proposals
To submit your proposal, log in through the Single Sign-on (SSO) interface at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed (authenticated) declaration verifying the electronic submission of the proposal, in line with the Guidelines.
The submission of proposals (electronically) will be possible in multiple phases starting from the activation of the application form, with the first submission deadline being 30 September 2025 at 16:00. Further dates are specified in the call for proposals.
Proposals are accepted as long as available funds last.
Eligible applicants
The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- businesses and other economic organisations classified under the financial management (GFO) codes specified in the call,
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
Scope of eligible activities
For sub-program A:
- Travel abroad: outbound and return travel of domestic researchers/PhD/MSc/MA students to and from the target country in relation to the given RI
- Stay: stay abroad of domestic researchers/PhD/MSc/MA students in the target country in relation to the given RI
- Other travel: project-related travel of domestic researchers/PhD/MSc/MA students within Hungary and the target country (in relation to the given RI), as well as other costs related to the travel
- Dissemination of results: activities aimed at disseminating project results (e.g. technical and scientific conferences, scientific and technical journals, open-access repositories, open-source software)
- Instrument usage fee: the usage fee of the host research infrastructure, which must be certified and attached to the report together with the mandatory commitments
In the case of researcher pipeline development (see cost package A41), the above activities are also eligible for participants of group study trips, where holding a researcher/PhD/MSc/MA student status is not required, meaning they are also available to secondary school students and BSc/BA students. However, project proposals are only eligible if they are related to research infrastructures where Hungary is a full member.
For sub-program B:
- Inbound travel: inbound and return travel of foreign researchers/PhD students in relation to the Hungarian RI
- Stay: stay in Hungary of foreign researchers/PhD students during the period of measurement
- Other travel: project-related travel within Hungary by foreign researchers/PhD students and other travel-related costs (e.g. insurance)
- Dissemination of results: activities aimed at disseminating project results (e.g. technical and scientific conferences, scientific and technical journals, open-access repositories, open-source software)
- Material, equipment and instrument usage costs: material and equipment needs incurred at the host institution during the implementation of the research
Duration of the project
The maximum duration of projects is 24 months.
Available budget
The NRDI Office supports the objectives of the call with a total budget of HUF 87.3 million from the National Research, Development and Innovation Fund.
Form of funding: non-refundable funding.
Funding intensity: 100%.
Amount of funding: minimum HUF 800,000 and maximum HUF 5 million per project.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
