Submission of proposals
To submit an application for funding, log in to the single access point entitled “Egységes Beléptető Felület” at www.palyazat.gov.hu and complete the online application form. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Call.
Applications for funding are accepted (electronically) from the official opening of the online application form until the following deadline: 12:00 CET 30 October 2026
Who can apply
Under this Call, applications for funding may only be submitted independently.
This call is open to legal entities with registered office in Hungary or with registered office in the European Economic Area and a branch office in Hungary, more specifically:
- (a) higher education institutions maintained by public interest asset management foundations established under Act IX of 2021 (entities with GFO code 563) or
- (b) other legal entities maintained by public interest asset management foundation established under Act IX of 2021 (entities with GFO code 811, as well as those belonging to main GFO code groups 1 – undertakings with legal personality, 2 – undertakings without legal personality, 5 – non-profit organisations with legal personality, 6 – non-profit organisations without legal personality, 7 – transitional and discontinued forms of economic activity, and 9 – technical codes, with the exception of entities with GFO code 961) may submit applications, provided that they:
- have submitted a successful proposal within a consortium under the Horizon Europe Programme, the Erasmus+ Programme, or other RDI-relevant or educational programmes funded directly or indirectly by the EU, planning to participate as a beneficiary or affiliated partner, and take part in the implementation as an affiliated partner; or
- have submitted a consortium proposal under the Horizon Europe Programme, the Erasmus+ Programme, or other RDI-relevant or educational programmes funded directly or indirectly by the EU, planning to participate as a beneficiary or affiliated partner.
Model-changed higher education institutions or other legal entities shall be eligible for funding provided that the proposal submitted with their participation is awarded funding under the Horizon Europe Programme, the Erasmus+ Programme, or other RDI-relevant or educational programmes funded directly or indirectly by the EU, and such model-changed higher education institution or other legal entity participates in the implementation of the awarded project as an affiliated partner
Description of eligible activities

Duration of the project
In the case of eligible activities under Sub-programme I, the start and end dates of the application for funding shall correspond to the start and end dates of the EU collaborative project.
In the case of eligible activities under Sub-programme II, applications for funding may be submitted for the implementation period from 1 November 2025 to 31 October 2026.
Total budget and maximum amount of funding
Total available budget: HUF 8 billion
For eligible activities under Sub-programme I, the amount of funding that may be applied for shall not exceed the amount budgeted by the Hungarian applicant in the successful EU proposal submitted under the Horizon Europe research programme, the Erasmus+ Programme, or other RDI-relevant or educational programmes funded directly or indirectly by the EU. If, during the preparation stage of the EU grant contract, the Hungarian partner’s workload is reduced compared to the planned one, the amount of funding that can be applied for will be reduced proportionally.
The amounts in the application for funding must be converted into HUF. For the purposes of conversion, the applicable date shall be the date of the funding decision by the Ministry of Culture and Innovation; accordingly, in the case of decisions taken in 2026, the exchange rate to be applied is HUF 403.4 per EUR 1.
For eligible activities under Sub-programme II, the amount applied for in funding must also include an estimate of travel costs related to COST projects that may be awarded in the future.
Funding schedule
An advance may be requested as a lump sum for 100% of the amount of funding awarded to the project, to be requested in alignment with the project’s first milestone.

A decision has been adopted regarding the call of the Government Guarantee Fund with code 2026-1.2.1-KÖA, in the 1st round.
Announced from the National Development, Research and Innovation Fund, this call serves to support Hungarian participation in the EUREKA programme, which promotes international R&D cooperation between businesses, especially small and medium-sized enterprises.
Announced from the National Research, Development and Innovation Fund, the Government Guarantee Fund aims to support higher education institutions and other legal entities maintained by public interest asset management foundations established under Act IX of 2021, to participate as consortium partners in the implementation of projects awarded under the Horizon Europe research and innovation framework programme, the Erasmus+ Programme and other RDI-relevant or educational programmes directly or indirectly funded by the EU, by providing Hungarian funding (guarantee) to substitute their funding from the European calls.
The budget of the call with code 2026-1.2.1-KÖA serves to provide funding also for proposals submitted to the 2026-1.2.1-KÖA application portal between 10 September 2025 and 20 March 2026, those being in accordance with the document titled “Guidelines for the purpose of applications for and utilisation of public funding to be provided for the model-changed higher education institutions and other legal entities excluded from European funds under the Council Implementing Decision (EU) 2022/2506 of 15 December 2022” but have not yet received a funding decision.
Between 10 September 2025 and 20 March 2026, 19 applications were submitted to the call of the Government Guarantee Fund, with funding request of HUF 1,014,937,714 in total. The President of the NRDI Office proposed 19 applications for funding to the Funder.
In accordance with the Funder's decision, 19 projects receive total of HUF 1,014,937,714 in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

A key objective of the 2026 Programme Strategy is to improve Hungary’s performance in the following areas: human resources (pipeline of researchers, number of doctoral students, number of students in higher education in STEM fields), the number and share of innovative enterprises (number and share of SMEs carrying out product and/or business process innovation), and intellectual property (patents, trademarks, utility model and design protections).
