To achieve the above objectives, this call entitled Support for Hungarian participation in the applied research and development programme in Hungarian–Chinese cooperation (hereinafter: “Call”) was announced.
Purpose of the call
- to promote Hungarian–Chinese research and development cooperation,
- to increase the marketability of Hungarian businesses,
- to enhance Hungarian participation at the international level,
- to stimulate RDI cooperation between researchers and the business sector by supporting innovative near-market projects,
- to promote the domestic utilisation of participation in international R&D projects.
The following fields of science and technology have priority:
- public health and disease control,
- neuroscience,
- artificial intelligence,
- physics.
Submission of applications
To submit an application, log in to the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu and complete the online application form. The finalised application form must be submitted together with a duly signed statement verifying the electronic submission of the application, in line with the Application Guidelines.
Project proposals can be submitted (electronically) from the activation of the online application form until 12:00 CET, 26 February 2021.
Eligible applicants
The implementation of the project requires the international cooperation of a consortium of at least one Hungarian and one Chinese partner agreed in advance.
Applications to this call may be submitted both independently and in the form of a consortium.
The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- businesses and other economic organisations classified under the financial management (GFO) codes specified in the call, provided that they have at least one completed business year, maintain double-entry accounting and are not subject to the small business tax (KATA);
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU;
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
Eligible project objectives
- Activities eligible for funding independently: applied (industrial) research, experimental development
- Activities not eligible for funding independently: procurement of material and immaterial assets, publicity activities, project coordination, market entry, and the protection of industrial property rights.
Total available budget and maximum funding per project
Total available budget: HUF 200 million
Foreseen number of funded projects: 3 to 4. This figure is indicative and may vary in accordance with funding requests submitted and funding received by the applicants.
The amount of non-refundable funding that may be applied for per application is minimum HUF 20 million and maximum HUF 70 million.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The NRDI Fund Programme Strategy for the year 2019 has been endorsed by Government decree 1622/2019. (X.31.).
The timing and the budget of European-financed non-refundable and refundable RDI schemes under the EDIOP (GINOP) and CCHOP (VEKOP) programmes have been approved by the Government within the Annual Development Framework Programme, upon the proposal of the NRDI Office. Pursuant to the Government Decree 106/2018. (VI. 15.) on the amendment of certain Government Decrees related to development policy due to the Government being restructured, the 2nd priorities of the EDIOP/GINOP and CCHOP/VEKOP (i.e. research, technology development and innovation) operational programmes are commanded to the political responsibility of the Ministry of Innovation and Technology (MIT) instead of the National Research, Development and Innovation Office as from 16 June 2018.
