The purpose of the call is to provide funds to Hungarian partners participating in RDI projects to be implemented in Hungarian–Israeli cooperation which result in new or further developed, market-oriented products and services.

Submission of project proposals

Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) which can be reached through the palyazat.gov.hu website. Unless executed using a qualified electronic signature, the hard copy of the statement should also be sent by regular mail to the NRDI Office no later than 3 days after the electronic submission. Submissions are accepted from the activation of the online application form until 14:00 CET, 10 October 2018.

 

Purpose of the call

The purpose of the call is to provide funds to Hungarian partners participating in RDI projects to be implemented in Hungarian–Israeli cooperation which result in new or further developed, market-oriented products and services. Applications shall be submitted with identical professional and scientific content by both the Hungarian and the Israeli partners in their own country. Unilaterally submitted applications will not be accepted. In order to ensure high research quality, project participants will only receive funding in their own country if the funding organisation of the other country has also committed to fund the project.

 

Who can apply

Applications should involve at least one Hungarian and one Israeli applicant in previously agreed cooperation. If a project has more than one participant from either partner country, the number of consortium members may not exceed five per countries. Applications may be submitted by the following entities:

  • business companies with registered seat in Hungary or Hungarian branches of business companies with registered seat in the EEA, having at least one full financial year closed, applying double-entry bookkeeping, not belonging to the scope of simplified entrepreneurial tax (EVA) or small taxpayers’ itemized lump sum tax (KATA);
  • non-profit organisations not engaged in any market influencing activity and qualifying as research centres and knowledge dissemination organisations under EU law;
  • Hungarian budgetary organs or their institutions with legal personality, not engaged in any market influencing activity.

Eligible project objectives
  • activities eligible for funding independently: applied (industrial) research, experimental development;
  • not eligible for funding independently: activities relating to communication, dissemination of results, project coordination, market entry, legal protection of intellectual property.

 

Available funds

The call has a total budget of HUF 310 million financed from the National Research, Development and Innovation Fund. Applicants may apply for non-refundable funds of HUF 20 to 70 million, as long as available funds last. The intensity of support varies depending on the classification of the project and the group of applicants.

Projects funded under the “Call for industrial research and development projects in Hungarian-Israeli cooperation” (2018-2.1.16-TÉT-IL)
A decision has been adopted on providing domestic funding to projects implemented in Hungarian–Israeli cooperation in the framework of international science and technology (S&T) cooperation calls. The calls financed from the National Development, Research and Innovation Fund promote the mobility of participants of research projects implemented in bilateral S&T cooperation in the given relation and increasingly facilitate larger project-based cooperation.

To the 2018-2.1.16-TÉT-IL call 4 proposals were submitted by the deadline, with funding request of approx. HUF 275 million. Out of them 3 were found to be in line with the formal requirements and suitable for qualitative assessment. The proposals were assessed and ranked by a designated expert group. On motion of the bilateral joint committee, the Innovation Board recommended one proposal to the President of the NRDI Office for funding.

Accordingly, one project submitted by a university-industry consortium receives over HUF 69 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
