Relations with bilateral intergovernmental agreements: Slovenia, Serbia and China
In each relation, the partners will develop a joint project for the call for proposals launched by the NRDI Office and the foreign funding body, which Hungarian applicants will submit to the NRDI Office and foreign partners to the funding body of their country. In these relations, the call identifies targeted thematic areas.
Submission of proposals
To submit your proposal, log in through the Single Sign-on (SSO) interface at www.palyazat.gov.hu and complete the online form. The finalised proposal must be submitted together with a duly signed declaration verifying the electronic submission of the proposal, in line with the Guidelines.
Proposals may be submitted by the following deadlines:
- For the Slovenian and Serbian relations: 30 May 2025, 12:00 (noon)
- For the French relation: 3 June 2025, 16:00
Eligible applicants
Proposals under this call must be submitted individually.
The Call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- businesses with legal personality, non-profit companies and other economic organisations that have at least one closed, approved, completed business year (365 days), maintain double-entry accounting
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU;
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
Eligible activities
The following researcher mobility related activities are eligible:
- travel of the researcher/student representing the Hungarian party to the partner country;
- stay of the researcher/student representing the Hungarian party in the partner country;
- travel of the researcher/student representing the Hungarian party within the partner country in relation to the project;
- project-related activities to disseminate the results achieved;
- Beneficiaries are required to inform the public about the purpose and benefits of the project for which they have received funding, and the results achieved in the second half of the project. Dissemination of project results can be done through e.g. technical and scientific conferences, scientific and technical journals, open access repositories, or open and free source software.
- participation in an international conference (a prestigious event in the field of the project in Hungary, in the partner country or in another country).
Duration of the project
Minimum 12 months, maximum 24 months.
Project implementation may not commence before 1 January 2026 for the Slovenian and Serbian relations, and before 1 March 2026 for the French relation.
Total budget and maximum amount of funding
Total available budget: HUF 120 million, of which HUF 30 million for French and Slovenian relations, each, and HUF 60 million for the Serbian relation.
Maximum amount of non-refundable funding per proposal:
- HUF 3 million for a European partner institution located in a neighbouring country,
- HUF 4 million for a European partner institution located in a non-neighbouring country.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
