The call, funded from the National Research, Development and Innovation Fund, aims to provide support for international collaborative projects led by Hungarian higher education institutions that seek innovative solutions to challenges relevant and topical for the Hungarian and international community, in line with the focus areas of the John von Neumann Programme (NJP).

The call will contribute to:

  • the implementation, through the concentration of funds, of large-scale international research programmes led by Hungarian researchers seeking to address social and economic challenges of importance to Hungary and to enhance the competitiveness of the Hungarian industry,
  • supporting impact-driven research collaborations, in line with the NJP’s priorities, with a strong emphasis on social and economic impact in addition to intellectual impact, and on strengthening an ecosystem approach to research,
  • preparing Hungarian researchers and institutions for the requirements of the European research and innovation schemes and for the management of their consortia,
  • building trust in research in society and communicating research projects to stakeholders by providing science-based answers to relevant social and technological problems.

Applications to this call may be submitted in the following focus areas:

  • Preventive, therapeutic and care services intended to preserve healthy life
  • Green transition of the economy and the development of a circular economy
  • Digital transformation of the economy and society

Submission of project proposals

Project proposals should be submitted online, by completing the online application process on the Participant Portal (Pályázati e-ügyintézés) at www.palyazat.gov.hu. The finalised application form must be submitted together with a duly signed (certified) statement verifying the electronic submission of the application, in line with the Application Guidelines. 

Applications are accepted electronically from the official opening of the online application form until 12:00 (CET) on 23 May 2025.

Eligible applicants

This Call is open to legal entities with registered office in Hungary or with registered office in the European Economic Area and a branch office in Hungary, more specifically:

  1. Non-profit and other non-business organisations with GFO codes 552, 563, 599 qualifying as higher education institutions recognised by the state, operating as a university and maintained by a public interest asset management foundation performing a higher-education-related public duty pursuant to Act IX of 2021 on public interest asset management foundations performing public duty.
In addition, the following institutions are eligible to apply for funding under Section 1(1)c) of Act LXXVI of 2014 on scientific research, development and innovation (RDI Act):
  1. The following states among the higher education institutions providing Hungarian-language education, research and innovation activities in the states referred to in Section 1(1) of Act LXII of 2001 on ethnic Hungarians living in neighbouring states:
    Sapientia Hungarian University of Transylvania and
    Ferenc Rákóczi II Transcarpathian Hungarian College of Higher Education,
    if funding is requested for research or innovation activities.
Eligible project objectives
  • activities eligible for funding independently: basic research, applied (industrial) research, experimental development
  • activities not eligible for funding independently: coordination, information, industrial property protection, publication, market access, overheads, participation in exhibitions and conferences, public procurement, travel activities in support of R&D projects

Additional important terms

  • In the project, the applicant must have a cooperation with at least two research and knowledge dissemination institutions (typically a research institute or higher education institution) based in two different countries. Cooperation with foreign partners may be pursued under a subcontracting agreement or an agency contract for research and development.

Maximum funding per application:

The maximum amount of funding is minimum HUF 100 million and maximum HUF 400 million per project.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
