NRDI Office
The Strategic R&D Centres call for proposals, funded from the National Research, Development and Innovation Fund, aims to support higher education institutions’ think tanks whose research activities or creative value creation is aimed at solving specific problems in society. The Call supports the development or research of novel solutions to various societal problems that are more efficient, effective or sustainable than existing solutions and/or are not available in the beneficiary’s environment.

The call has been withdrawn due to budget amendment.

Submission of project proposals

Applicants can submit their requests for a pre-qualifying opinion online through the website of the NRDI Office (kfivelemeny.nkfih.gov.hu). Requests for a pre-qualifying opinion can be submitted from 9 May 2022 until 12:00 CET on 20 May 2022.

Application for founding may only be submitted for projects that have been granted a positive pre-qualifying opinion by the NRDI Office (in relation to this Call). Applications for fund may be submitted until 12:00 CET on 9 September 2022.

Applicants can submit their applications for funding online through the website of the NRDI Office (kfivelemeny.nkfih.gov.hu).

Please draw up your request for a pre-qualifying opinion and your application for funding taking into account the annexes and information notes.

In the event of any discrepancy between the Call and the General Application Guidelines, the provisions of the Call shall prevail.

Eligible applicants

Legal entities may apply for funding under this Call for Proposals individually or consortium members as follows:

  • Non-profit and other not-for-profit organisations
  • Budgetary organs and budgetary entities

Eligible activities

  • Activities eligible for funding independently: basic research, applied (industrial) research, experimental development
  • Activities not eligible for funding independently: activities relating to publicity (information); activities relating to industrial property rights; participation in conferences and exhibitions related to and justified by the technical implementation of the project; public procurement activities; drawing up and approving preliminary studies and plans; construction, expansion, rearrangement, modernisation, renovation of buildings absolutely necessary for the research infrastructure, and the necessary developments of basic infrastructure; purchase of tangible assets; procurement of intangible assets; project coordination activities; overhead expenses; travel-related activities

Total budget and maximum amount of funding

The total budget of the Call for Proposals is HUF 8.3 billion. A maximum HUF 1000 to 3000 million per project can be applied for both individually and in a consortium.

Maximum project duration is 12 to 36 months. At least one milestone must be planned for the duration of project implementation. A milestone can be planned to take 12 months to achieve. The final milestone can be planned to be achieve under 12 months to fit in with the duration of the project. The project can be started, at the applicant’s risk, after the request for a pre-qualifying opinion has been submitted. Eligible project costs can be declared from the start date of the project specified in the funding document. The applicant must declare the starting date of the project as set out in the funding document in advance, before the funding document is issued.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The timing and the budget of the RDI funding schemes of the EU-financed operational programme (Economic Development and Innovation Operational Programme Plus - EDIOP Plus) has been approved by the Government within the Annual Development Plan (ADP), upon the proposal of the NRDI Office.

The 2022 calls for domestic RDI proposals financed from the NRDI Fund are set out in the annual Programme Strategy adopted by the Government.
