Submission of applications

Applications for funding can be submitted via the online application form. To log in, visit www.palyazat.gov.hu and click on the “Egységes beléptető felület bejelentkezés” (“Single access point login”) button.

Once the application form has been completed and closed, the program will generate a declaration, which can be signed to validate the information provided in the application.

Applications for funding may be submitted from 7 January 2022 00:00 until 6 February 2022 23:59.

Eligible applicants

Only state-recognised higher education institutions listed in Annex 1 to Act CCIV of 2011 on National Higher Education (hereinafter: Nftv.) may apply for funding.

Only higher education institutions classified under the following GFOs according to Decree 21/2012 (IV.16.) of the Minister of Public Administration and Justice on the classification of economic entities by type of business and on the elements and nomenclatures of statistical numbers may submit project proposals for this call:

• 312 (Central budgetary body);
• 552 (Internal ecclesiastical legal person with a primary public function of an established church);
• 555 (Internal ecclesiastical legal person with a primary religious function of an established church)
• 559 (Technical code for church organisation);
• 562 (Autonomous institution of a public foundation);
• 563 (Independent institution of other foundations);
• 569 (Other foundation);
• 599 (Other non-profit organisations with legal personality);
• 931 (Other taxable persons).

The call is not open to consortia. A higher education institution may submit one application.

Eligible activities

• project preparation;
• energy renovation of buildings and parts of buildings used for practical training in higher education institutions, construction of energy-efficient new buildings and parts of buildings used for practical training;
• developing digital infrastructure directly supporting practical education/training, purchasing and installing digital equipment;
• practice-oriented training development in higher education and skills development for higher education students and staff;
• other infrastructural development of institutional and internal training places related to higher education;
• the purchase of equipment that can be used for practical training and other practical activities of the higher education institution;
• internationalisation and international capacity building activities in higher education institutions;
• project management;
• mandatory social publicity.

Additional important terms

• Maximum project duration is 52 months. The latest completion date of the project is 30 April 2026.
• The applicant must maintain the result of the funded project until 31 December 2026 from the implementation (physical completion) of the project, but at least for five years.
• The following must be attached to the application for funding:
• a declaration of consent issued by the Minister responsible for education in respect of the functions and powers relating to higher education, and
• a declaration of consent issued by the representative of the higher education institution.

Total budget and maximum funding per project

The total budget of the call is HUF 79,956,000,000, comprising:

• HUF 64,185,000,000 as Recovery and Resilience Instrument
• HUF 15,770,000,000 as Domestic sources for expenditures not eligible to the European Union

The amount of funding per project is min. HUF 1,270,000,000, max. HUF 9,525,000,000,
