The call provides funding to industrial research and development projects implemented in Hungarian–Chinese cooperation, announced in the framework of the international research and development cooperation programme between the NRDI Office and the Ministry of Science and Technology (MOST) of the People's Republic of China. In order to ensure high research quality, project participants will only receive funding in their own country if the funding organisation of the other country has also committed to fund the project.

Deadline for submission

Applications can be submitted (electronically) from the activation of the online application form until 18 January 2018. Applications submitted by this deadline will be assessed collectively.

Available funds

The call has a total budget of HUF 200 million financed from the National Research, Development and Innovation Fund. Applicants may apply for non-refundable funds of HUF 20 to 70 million, as long as available funds last. The intensity of funding varies depending on the classification of the project and the applicants. For applications with reduced professional content, the amount of eligible expenditure and funding shall be reduced proportionately.

Eligible applicants

  • business companies with at least one complete closed business year;
  • non-profit organisations qualifying as research centres under EU law, not involved in any market influencing activity;
  • Hungarian budgetary organs or their institutions with legal personality not engaged in any market influencing activity.
  • businesses having a registered seat in the European Economic Area and a branch office in Hungary.

Manner for submission

Applications have to be submitted in both countries with the same content, as agreed with the partner. Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) which can be reached through the www.palyazat.gov.hu website. Along with the request for funding finalised in the online application form, applicants have to submit a duly executed statement certifying the electronic submission of the application.

Unless executed using a qualified electronic signature, the hard copy of the statement should also be submitted via regular mail no later than 3 days after the electronic submission, in one copy, in a closed envelope, as a registered mail or using a time-guaranteed delivery service as specified in Act CLIX of 2012 on Postal Services (express mail service; courier service). The package should be submitted in a way that on delivery the data indicated on the envelope should clearly prove that the package was handed over to the delivery service before the deadline set forth in the Call.

If not provided with a qualified electronic signature, the hard copy of the statement has to be sent by regular mail to the customer service of the NRDI Office:

Projects funded under the “Call for industrial research and development projects implemented in Hungarian-Chinese cooperation” (2017-2.3.6-TÉT-CN)
The purpose of the call is to provide funds to Hungarian partners participating in RDI projects to be implemented in Hungarian–Chinese cooperation which result in new or further developed, market-oriented products and services within the given focus areas.

By the submission deadline 25 proposals were submitted to the Hungarian-Chinese project-based cooperation call, with funding request of over HUF 1.1 billion in total. Out of them 6 were rejected due to incompliance with formal requirements. The proposals were assessed and ranked by a designated expert group. On motion of the international joint committee, the Innovation Board recommended 4 proposals for funding to the President of the NRDI Office.

Accordingly, projects of 1 university, 2 research centres and 1 enterprise receive altogether HUF 203 million in non-refundable funding from the NRDI Fund.

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.

Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.

The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.

Requested data within the expert registration form include:

  • personal data, contact details (necessary for contracting review assignments);
  • classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
  • topics of the previously reviewed proposals;
  • present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
  • language skills.

Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.

Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.
