The call is aimed at encouraging long-term sustainable strategic cooperation between domestic businesses, research centres and higher education institutions resulting in marketable scientific results offering a solution for economic and social problems in the following areas:
- Subprogramme “A”: Development of digital production technology
- Subprogramme “B”: Agri-innovation and biotechnology projects
The call is open exclusively to the consortia of businesses and research and knowledge-dissemination organisations in Central Hungary and for projects to be implemented in the Central Hungary region only. The call is financed from the National Research, Development and Innovation Fund.
Submission of project proposals
Project proposals should be submitted online, by logging in and completing the online application form on the Participant Portal (Pályázati e-ügyintézés) which can be reached through the palyazat.gov.hu website.
Unless executed using a qualified electronic signature, the hard copy of the statement should also be sent by regular mail to the mailing address of the NRDI Office no later than 3 days after the electronic submission, in one copy, in a closed envelope, as a registered mail or using a time-guaranteed delivery service as specified in Act CLIX of 2012 on Postal Services (express mail service; courier service). Submission deadline is 10 April 2017.
Who can apply
The call is open to consortia comprised of at least 5 members, led by a business company. Members can be the following:
- business companies with registered seat in Central Hungary or the Central Hungarian branch offices of business companies with registered seat in the European Economic Area, provided that they have at least two completed business years, maintain double-entry accounting and are not subject to the simplified entrepreneurial tax (EVA) or the small taxpayers’ itemized lump sum tax (KATA);
- budgetary organs with registered seat in Central Hungary or the Central Hungarian branch offices of budgetary organs with registered seat in the European Economic Area, or their institutions with legal personality, provided that they qualify as research centres
- non-profit organisations with registered seat in Central Hungary or the Central Hungarian business premises or branch offices of non-profit organisations with registered seat in the European Economic Area whose R&D spending, according to their tax returns for the last two closed financial years, reaches at least 25% of the requested amount of funding at member level; and public, denominational or private higher education institutions accredited by the state
Eligible objectives and activities
The following activities are eligible for funding independently:
- applied (industrial) research
- experimental development
Activities not eligible for funding independently:
- basic research
- publicity and information activity
- project coordination activities
- activity related to market entry
- activities under industrial property law (in the case of large enterprises and SMEs)
- procurement of assets and intangible assets; construction or modernisation of buildings necessary for the research infrastructure.
Total available budget and maximum funding per project
The total budget of the call is HUF 17 billion financed from the NRDI Fund in the following distribution: The funding is non-refundable and its maximum is HUF 500 to 1500 million per project.
- Subprogramme “A”: HUF 9.5 billion
- Subprogramme “B”: HUF 7.5 billion
Duration of the project
Funded projects shall be implemented within 36 months from project launch. Eligible project costs can be declared from the start date specified in the grant agreement. The applicant shall maintain the project results for 3 years.

The call, which was announced in February 2017, is aimed at encouraging long-term sustainable strategic cooperation between businesses, research centres and higher education institutions in the Central Hungary region resulting in marketable scientific results offering a solution for economic and social problems. The budget of the call is financed from the NRDI Fund in the following areas:
By the submission deadline of 10 April, 21 proposals were submitted in sub-programme “A” and 26 proposals in sub-programme “B” with a total funding request of over HUF 37.5 million. 43 of these (20 in sub-programme “A” and 23 in sub-programme “B”) met the formal requirements and were considered suitable for professional assessment.
The proposals were first assessed by anonymous peers against the professional evaluation and assessment criteria set out in the call. After summarising the peer reviews, a panel of designated experts assessed and ranked the proposals. Based on the assessment results and rankings the Innovation Board recommended 21 proposals for rejection and 22 proposals for funding to the President of the NRDI Office.
Thus, in sub-programme “A” 12 consortia and in sub-programme “B” 10 consortia received altogether more than HUF 16.7 billion in non-refundable funding from the NRDI Fund which accounts for 98.42% of the total budget of the call (HUF 17 billion).

To ensure value-based professional evaluation of proposals arriving in large quantities from the fields of discovery and applied research and innovation, to assess professional reports of funded projects and to prepare policy opinions, the NRDI Office intends to expand its expert pool in all fields of expertise.
Professionals who have registered in the database of the NRDI Office can become responsible contributors, as independent peer-reviewers, to the evaluation process in which the professional quality, novelty content and commercialisation perspectives of the proposals as compared to the requested funding should be assessed as core considerations.
The registration process can be initiated through the registration form of the NRDI Office’s website. Registration is continuously open.
Requested data within the expert registration form include:
- personal data, contact details (necessary for contracting review assignments);
- classification of professional skills and competencies and research areas (to get review invitations fine-tuned to your field of expertise);
- topics of the previously reviewed proposals;
- present and past jobs, interest networks (in order to pre-screening of conflicts of interest in a given rview assignment), education, scientific titles, most important publications and intellectual works demonstrating your professional experience;
- language skills.
Professionals once registered in the database of experts may be invited by the NRDI Office to review submitted proposals, to assess professional reports of funded projects and to contribute to policy opinions.
Each proposal is reviewed by several independent experts at the same time. Experts selected from the database to review proposals, to assess professional reports and facilitate expert opinions will be contracted by the NRDI Office on a case-by-case basis. When concluding such a contract experts must declare that the review assignment is not obstructed by any conflict of interest whatsoever. Depending on the competition type, written expert reviews must be prepared in 15-28 work days and submitted electronically via the online review portal of the NRDI Office.

The 2025 Programme Strategy of the NRDI Fund supports the implementation of the John von Neumann Programme, which focuses on connecting universities, research institutes and the economy. A key objective of the 2025 Programme Strategy is to improve Hungary’s performance in the following areas: human resources (pipeline of researchers, number of doctoral students, number of students in higher education in STEM fields), the number and share of innovative enterprises (number and share of SMEs carrying out product and/or process innovation), and intellectual property (patents, trademarks, registered designs).
